Biographies:
PRESIDENT
-- Mr Jim Watkins
Upon
entry into the Senior Executive Service (SES) on January 2, 2011, Mr. Watkins
became the Director of Accountability and Audit Readiness. Mr. Watkins is the
key management official responsible for Army policies, programs, systems and
procedures designed to implement and maintain the Army’s accountability and
audit readiness, management evaluation, internal review and internal management
control programs.
Prior to his current duties, Mr. Watkins had extensive
resource management experience and leadership skills. He served on active duty
in the U.S. Army from 1970 to 1997. He led Soldiers as an Infantry Platoon
Leader and Company Commander and was a Finance Commander at the Battalion and
Brigade Level. He was the V Corps Resource Manager prior to his assignment as
the Commandant, U.S. Army Finance School. After leaving active duty, Mr. Watkins
was Chief Operating Officer for a private sector firm in Charlotte, NC and
served six years as the Chief Financial Officer in the private sector in
Columbus, Ohio.
Mr. Watkins holds a BS Degree in Business
Administration with a major in Accounting from The Ohio State University and an
MBA from Syracuse University. He is also a graduate of the South Carolina
Executive Institute, the Industrial College of the Armed Forces and the Army
Command and General Staff College. He has been a CPA since 1980. He is also
holds a CDFM.
Mr. Watkins’ honors and awards include the Legion of
Merit, Meritorious Service Medal and Civilian Meritorious Service Awards.
Mr. Watkins is married to the former Kimberly Ann
Bailey of El Paso, Texas. They have three children, Shannon, Andrew and Jackson.

Mr. Richard Voigt
Mr. Voigt is the Comptroller for the Commander, Navy
Installations Command (CNIC). CNIC is responsible oversight of all Navy shore
installations world wide. As the Comptroller, Mr. Voigt has executive
leadership responsibility for approximately $6.6B in appropriated resources
annually and is responsible for directing financial management functions for the
Command providing comprehensive, authoritative financial management policy,
support and services.
Mr. Voigt was selected to the Senior Executive Service
in December, 2009 and has 30 years of experience in Government Financial
Management, 28 of them with the Department of the Navy.
Immediately prior to his selection, Mr. Voigt spent 14
years in the Office of the Assistant Secretary of the Navy, Financial Management
and Comptroller in a variety of leadership positions. His most recent position
was the Deputy Director of the Operations and Manpower Division which was
responsible for Operation and Maintenance, Military Personnel, Supplemental and
Overseas Contingency Operations appropriations totaling over $80B annually. He
also served as Deputy Director of the Civilian Resources and Business Affairs
Division, Special Assistant to the Associate Director of the Office of Budget
and the Head of the Departmental Supply and Civilian Resources Branch.
From 1986 to 1996 Mr. Voigt held various positions
within the Space and Naval Warfare Systems Command. He began as a senior budget
analyst in the Acquisition Division and then served as the Operation and
Maintenance Branch Head in the Comptroller’s office. He then became the
Director of the Financial Management Division in the Warfare Architecture and
Engineering Directorate.
Mr. Voigt began his federal career with the Marine
Corps in 1980 where he served as a financial analyst in Morale, Welfare and
Recreation and then with the Marine Corps Weapons Procurement Branch where he
was responsible for cost estimating and budgeting to support new and replacement
weapon systems. In 1985 he then left the Department of Defense to become the
Budget and Management Officer for the Office of Management and Budget within the
Executive Office of the President.
Mr. Voigt graduated from Old Dominion University in
1979 where he earned a Bachelor of Science degree in Business Administration.
In 1987 he completed the Department of Defense Graduate Level Financial
Management Program and was awarded Masters Degree in Public Financial Management
from the American University.
Mr. Voigt was awarded the Department of the Navy
Meritorious Civilian Service Medal in July 2001 and February 2010 and has
received numerous performance awards throughout his career. He has been a
member of the American Society of Military Comptrollers since 1990.
SECRETARY
– Ms. Nicol Martin
Mrs.
Nicol Martin currently works as a Program Analyst in Army Headquarters,
Office of the Deputy Chief of Staff, G-3/5/7 Programming Division. She is
responsible for a variety of program analysis and related functions in the
Training Program Evaluation Group. Ms. Martin's previous assignments include
Financial Management Analyst in several locations to include Assistant Secretary
of the Army (Financial Management and Comptroller), Army Budget Office (Business
Resources and Operating Forces Divisions), Pentagon; U.S. Army Europe (USAREUR)
G8, Heidelberg, Germany; U.S. Army European Command (EUCOM), Stuttgart, Germany;
and Office of the Deputy Chief of Staff for Resource Management, Fort
Leavenworth, KS. She also served six years on active duty in the U.S. Army as a
Finance Specialist. Ms. Martin holds a M.A. in Human Resources Development from
Webster University and a B.S. in Business Administration from Benedict College
in Columbia, SC.

Ms.
Cynthia L. Curry
Cynthia L. Curry is currently a Senior Program Analyst with the
Department of Defense (DoD), Chief Information Officer, Washington, DC.
Mrs. Curry supports the development, review, reporting and oversight of the
DoD's $38B Information Technology (IT) budget. She is responsible for the
DoD’s implementation of A-11 reporting requirements, specifically Sections 53
and 300. She develops the DoD fiscal guidance to Military Services,
Defense Agencies and Components for the preparation of the Department’s IT
budget exhibits. Additionally, she serves as the principal focal point for
DoD Planning, Programming, Budgeting and Execution System inquiries to numerous
Joint-Service and Service specific Intelligence and Command & Control (C2)
programs. She develops and conducts training programs and processes for
ensuring the Department’s budget justifications to the Office of Management and
Budget and Congress are exemplary.
Mrs. Curry was born in Dayton, Ohio and raised in San
Bernardino California. Her career began with the Strategic Communications
Division, Strategic Air Command in 1986. She has held progressively more
responsible positions in the areas of budget formulation, program integration
and resource management. Her experience spans numerous appropriations,
multiple functional areas and varying life-cycle phases of programs. Mrs.
Curry’s experience also includes performing budget analyst functions.
Prior to assuming her current position, she was Chief, Portfolio Management &
Analysis Division, Office of the Air Force Chief Information Officer, Resource &
Analysis Directorate.

Ms.
Karen Fletcher
Ms. Karen Y. Fletcher is a Financial Analyst for the Office of the
Administrative Assistant to the Secretary of the Army, Resource Services
Washington, Financial Management Division, Fort Belvoir, Virginia.
Ms. Fletcher is the OA 22, HQDA training
coordinator for GFEBS, servicing 853 employees throughout the headquarters. She
also ensures policy compliance with the Government Credit Card program and the
Career Program 11. Prior to joining the RSW GFEBS Team, she was the program
analyst for the Deputy Chief of Staff for Programs, Force Development
Directorate, Battle Command division. In this position, she operated a budget of
3.5 Billion dollars per fiscal year (over 17 Billion across the POM).
Responsible for programming the appropriated funding for the Equipping Force
and Satellite support. Prior to that, Ms. Fletcher was the Program analyst for
two DoD Information Analysis Centers (CBRNAC and SENIAC) for Defense Technical
Information Center, operating and managing both centers under a reimbursable
authority established by Congress with a ceiling of 230 million dollars in RDT&E
funding per fiscal year.
Ms. Fletcher is a certified Chief Information
Officer from the Information Resource Management College, has obtained her
Master of Business Administration; Certified as a Financial Manager from the
Graduate School, and she also have a Bachelor of Science (Economics) and a
Bachelor of Arts (Philosophy).
Ms. Fletcher is the CEO for Taylor-Fletcher
Investment Group, LLC and a Chartered member of the US Women Chambers of
Commerce, a Foster parent for First Home Care, a Representative of Virginia’s
One Church One Child, and member of ETA PHI BETA Sorority.
Ms. Fletcher’s voice can be heard as the narrator
on the “Employee Portal” of OAA. Ms. Fletcher is also a four time winner of the
Fairfax County Sunday School Oratorical contest.
NAVY
-- Ms. Denise Metzler
Denise
Metzler is a business financial manager, currently serving at NAVSEA in the
Program Executive Office (PEO) for Future Aircraft Carriers. There she
primarily works with the Future Carrier's RDT&E program requirements planning
and budget formulation.
Previously, Denise served at Field Support
Activity/CNO, where she was responsible for policy, Anti-Deficiency Act
investigating, mentoring and government commercial purchase card agency program
coordination for BSO-11. Prior to joining FSA, Denise served at NAVSEA as the
lead program analyst in PEO SHIPS FLEET for the Cruiser Modernization (PMS 400)
and Mine Countermeasure/Mine Hunting Craft (PMS 470) programs. Before that, she
served at NAVAIR as the lead financial analyst and Budget Financial Manager in
PEO Tactical, F/A-18 Strike Fighter aircraft program office (PMA 265), for
several different integrated product teams. During her time in program
acquisition at NAVAIR and NAVSEA, Denise was responsible for budgeting,
programming and executing Aircraft Procurement, Research, Development, Test and
Evaluation, Other Procurement, Weapons Procurement and Operations and
Maintenance funding requirements.
Denise studied finance at the University of Maryland
University College. She also studied Legal Studies at St. Mary's College of MD
and the College of Southern Maryland. She used her in depth knowledge of
acquisition to successfully complete the Department of Defense Business, Cost
Estimating and Financial Management (BCEFM) program where she was certified in
DoD acquisition to Level III (the highest level) in the BCEFM career field.
Denise is also a proven subspecialist in Financial Management and is designated
a Certified Defense Financial Manager with acquisition specialty (CDFM-A).

FORCE -- Jeffrey Parker

CORPS -- Ms. Raquel
Escribano
Raquel Escribano just recently redeployed back to Headquarters Marine
Corps after serving as the Lead Financial Resource Manager for U.S. Forces
Afghanistan for the past 11 months. She currently serving as a budget analyst
in the Budget Execution Section of the Programs and Resources (P&R) Department.
Prior to this position Ms. Escribano worked in the Budget Formulation Section on
the Depot Maintenance, Marine Corps Maritime Prepositioning Program, and
Maritime Prepositioning Force programs. She also worked a year and a half as a
Financial Systems Analyst for the Systems Section of P&R. She served four years
on active duty in the United States Marine Corps and was honorably discharged as
a Sergeant. She is a Certified Defense Financial Manager, received her
Bachelor's in Business Administration from Averett University, Danville,
Virginia in 2003, and graduated Sigma Beta Delta receiving a Masters of Business
Administration from Nova Southeastern University, Davie, Florida in 2005. Ms.
Escribano is an Alpha Kappa Psi alumnus.
COAST GUARD --
LCDR Tim Sommella
LCDR Tim Sommella serves as a Program Reviewer for the Coast Guard’s Chief
Financial Officer, Office of Budget and Programs at Coast Guard Headquarters in
Washington, DC. In this capacity, Tim is responsible for policy analysis and
program evaluation of the Coast Guard’s Fiscal Year 2011 Budget. He is
currently detailed to the Office of Management and Budget's Veterans Affairs and
Defense Health Branch.
LCDR Sommella's operational tours include Deck Watch
Officer on board Coast Guard Cutter VENTUROUS homeported in St. Petersburg, FL,
Navigator onboard the USS O'BRIEN in Yokosuka, Japan, Commanding Officer of CGC
WRANGELL in the Persian Gulf and CGC PADRE in Key West.
Tim is a 2000 graduate of the Coast Guard Academy where
he earned a Bachelor of Science degree in Government. In 2007, he graduated
with a Masters degree of Public Administration from Harvard University John F.
Kennedy School of Government.

Ms. Debra S. Del Mar, is Managing Partner of Vanguard Advisors, LLC.

Ms. Demaryl D. Singleton
Ms. Demaryl D.
Singleton is a Senior Program Analyst assigned to the Defense Information
Systems Agency (DISA). She provides acquisition oversight and budget execution
in support of the transformation efforts for the Vice Chairman, Joint Chiefs of
Staffs initiatives for the Chief Technology Office. Ms Singleton prepares and
analyzes all contracting and budget-related data.
Ms. Singleton previously served as the Program
Manager for Acquisition of Services and Chief of Contract Management Branch, GIG
Enterprise Services Engineering Services for DISA. In addition, she has served a
Contracting Officer for the United States Air Force, United States Navy and the
General Services Administration.
Ms. Singleton holds a B.S. in Management from
Park University, and a Masters Degree in Procurement and Acquisition Management
from Webster University. While working for the Department of Defense, Ms.
Singleton earned a level DAWIA III Certification in Contracting, Information
Technology and Program Management from the Defense Acquisition University. Ms.
Singleton is currently enrolled at Webster University seeking her second Masters
Degree in Information Technology Management.

Ms.
Veronica Trent is a Senior Budget Analyst for the Department of the Navy,
serving as a Senior Financial Analyst for Field Support Activity (FSA).
She’s responsible for over $500 million in Operating and Maintenance (O&MN)
funding for DOD Combatant Commands (COCOMs). She’s also responsible for
the Operation Iraqi and Operation Enduring Freedom supplemental funding for the
COCOMs and activities under the cognizants of Field Support Activity.
Prior to serving as a Financial
Analyst at FSA, Ms. Trent held the position of a Senior Program Analyst at the
Naval Sea Systems Command (PEO Ships/ AEGIS Program) for 18 years.
She has received her certification in
Department of Defense Acquisition Program as a Level III (the highest level) in
the Business Cost Estimating and Financial Management career field.
She’s active with her local church
and children’s school and has taken on the responsibility of mentorship with a
Navy intern. Ms. Trent currently resides in Upper Marlboro, MD with her husband
and two children.

Roberts
Ms. Jane Roberts graduated with Honors from the University of Texas with
a BBA in Accounting. She started her career working for Price Waterhouse as an
auditor, and received her CPA in 1989. She worked as a staff accountant for
Healthcare International, where she was given an Employee of the Month award for
automating business practices and improving management reports for all the
departments. Ms. Roberts took some time off to raise children and returned to
the workforce in the project control arena for SAIC where she was quickly double
promoted within 5 years from an entry level project control analyst to a
business operations manager and then to a Deputy Group Project Control Manager
position where she provided senior expertise to improve business practices,
navigated two groups through a challenging reorganization with no turnover, and
turned around the most troubled project control operation. She worked 20 months
out-of-state as an Accounting Manager for a publishing company and as Senior
Business Manager for an engineering company in order to take care of temporary
family medical issues, but then returned to SAIC as a Project Task Leader to
automate the Manpower budget exhibit process for the Marine Corps. Ms. Roberts
joined federal government service in January 2009 where she earned her CDFM-A
and currently serves as the Financial Management Systems Chief for HQMC,
Programs and Resources, Program Budget and Execution Division.

GUARD -- LCDR Tuan Luong
LCDR Tuan Luong
has led the Coast Guard's Accounts Payable Remediation Team for the past year
and now leads the Accounts and Payroll Team. He is charged with implementing
CFO compliant policies and procedures and managing the Coast Guard's remediation
activity for Accounts Receivable, Accounts Payable, Civilian and Military
Payroll, and Statement of Net Costs. Previous assignments include Reserve
Readiness Chief at Sector Miami, Reserve Assignment Officer at Integrated
Support Command Miami, Coast Guard Liaison Officer at U.S. Southern Command, and
Command Center Controller at District Seven. He has a BS in Mechanical
Engineering from the University of South Florida and an MBA from Palm Beach
Atlantic University.

Lindsay Warner
Sparks
Ms. Sparks has
over 8 years of professional experience in DoD accounting and auditing.
She worked at the Department of Defense, Office of the Inspector General from
2003 - 2007 in their Readiness & Logistics and Defense Financial Services
Directorates. This experience includes internal control documentation,
evaluation, and testing, and financial statement risk assessment over
governmental purchases, personnel assignments, military equipment valuation, and
operational readiness assets. In 2007 Ms. Sparks joined
PricewaterhouseCoopers, LLP as an Advisory consultant in their Washington
Federal Practice. Ms. Sparks spent a year at the Defense Security Service (DSS)
where she worked on internal controls over financial reporting for their OMB
Circular A-123 Appendix A workstream. For the last three years, Ms. Sparks has
worked at the Office of the Secretary of Defense Comptroller (OSD(C)) Financial
Improvement and Audit Readiness (FIAR) Directorate developing and implementing a
standard audit readiness methodology, as well as researching key accounting
issues and developing audit readiness remediation plans. She has experience in
Civilian Pay, Military Pay, Fund Balance with Treasury, and Property, Plant and
Equipment. Ms. Sparks graduated from James Madison University in 2003 with a
major in accounting. She is a certified public accountant (CPA) and a project
management professional (PMP).

MASTER -- Mr. Vic Ackley
Mr. Victor Ackley, a University of Oklahoma graduate,
served 30 years on active duty in the U. S. Navy. His
operational assignments included command of a hydrofoil and
a guided missile frigate. He earned a post graduate
degree in Financial Management from the U. S. Naval
Postgraduate School. He served as the Operations &
Maintenance Appropriation Program Manager for the ACNO
(Surface Warfare), as Comptroller of Puget Sound Naval
Shipyard in Bremerton, Washington, and as the Comptroller of
Naval Sea Systems Command in Arlington, Virginia. Mr.
Ackley has completed Massachusetts Institute of Technology’s
Senior Executive Program. Selected for the Senior
Executive Service (SES) in 2000, he served as the
Director of the Navy's Field Support Activity until 2011. He currently is
assigned as Comptroller, Office of Naval Research. He is a
proven subspecialist in Financial Management and is
designated a Certified Government Financial Manager
(CGFM). He has been certified in Department of Defense
acquisition to Level III (the highest level) in the
Business, Cost Estimating and Financial Management career
field. He is a member of the Association of Government
Accountants, past president of the Washington Chapter of the
ASMC and past Navy VP to the ASMC National Executive Board.
