Biographies:
PRESIDENT
-- Mr. James Yacobi
Jim "Coby" Yacobi currently works for the CG CFO. As Director of
Planning and Performance for the CG, Coby's team is principally responsible for
Organizational Analysis, Field Planning and Commercial Services Management
(formerly A-76.) He started his career as a Deck Watch Officer and Law
Enforcement Officer many years ago. Coby served on active duty until the mid
1980s when he entered industry as a corporate recruiter (Fox Morris Assoc.). In
1990, Coby entered federal service as a GS 12. He has had a variety of staff
jobs that have included Comptroller for CG Engineering and Logistics, RDT&E PM
for VTS, Planning and Budget for Engineering, Support Performance and Metrics,
U.S. DOT Chair at the National Defense University/Industrial College of the
Armed Forces (teaching Strategic Leadership and Poli Sci) and Budget
Officer/Senior Advisor for MARAD. He is also a Senior Service School graduate (SIWS
'96 - MS in National Resource Strategy.) Coby is retired from the CG Reserve
and was jointly assigned for two tours; one operational with the NAVY and one on
Joint Staff (J-5 APAC.) Coby graduated from the CG Academy ("BS in
Government"--really.) He lives in Severna Park MD. He has one son (USMC 2Lt @
TBS) and a daughter who is a senior (Strategic Comms) at High Point University.
His wife Penny, works at the CG YARD.
PRESIDENT
ELECT
-- Ms. Charlotte Rodriguez
Recently finished second term as President of Federal Executives Institute
Alumni Association where I enjoyed working with all members, making as many
contacts with the members as possible, increasing membership and networking
opportunities for the membership. Currently, Chief of Program Analysis and
Evaluation for the Army's Installation Management Command, responsible for
oversight of professional analysts involved in developing, coordinating,
integrating, and presenting analysis of programs in the Army’s Program Objective
Memorandum (POM) and subsequent Program Review in areas related to Installation
Management. Previous experience at Army's G8 and Military District of
Washington. Hold graduate degrees in Public Administration from Shippensburg
University, Strategic Studies from US Army War College, Undergrad degrees from
Park University in Human Resource Management and Business Management
and participated in Executive Masters Program Georgetown University. Selected to
completed the Defense Leadership and Management Program. Active volunteer in
church and local community. Teach English as a Second Language to adult students
in the county.
SECRETARY
– LT Richard Armstrong
LT Richard “Rick” Armstrong
currently works as a Financial Analyst for the Chief Financial Officer of the
U.S. Coast Guard at Headquarters in Washington, DC. In this capacity, Rick
is responsible to the CFO for the overall management and execution of the Coast
Guard’s Operating & Maintenance, Training & Recruiting, and Central Accounts.
Rick is a graduate of the Coast Guard Academy where he earned a Bachelor of
Science degree in Operations Research and Computer Analysis. Upon
graduation from the Coast Guard Academy, he was assigned as a Deck Watch Officer
aboard the Coast Guard Cutter VENTUROUS homeported in St. Petersburg, Florida.
During his tenure aboard VENTUROUS, Rick contributed to the cutter’s
interdiction of more than 700 illegal migrants, 13,000 pounds of cocaine, and
3,000 pounds of marijuana.
Following his tour aboard VENTUROUS, Rick reported to the Coast Guard’s Atlantic
Area Command in Portsmouth, Virginia where he was responsible for conducting
operational planning and resource allocation for all Atlantic Area controlled
assets in support of the Coast Guard’s Maritime Law Enforcement and Homeland
Security missions.
Rick is a graduate of the U.S. Army’s Defense Comptrollership Program. He holds
a Master of Business Administration and an Executive Master of Public
Administration from Syracuse University. Rick is also a Certified Government
Financial Manager.
TREASURER
– CAPT Robert Thompson
CAPT Rob Thompson currently works for the CG CFO. As Deputy
Director of Planning and Performance for the CG, Rob's team is principally
responsible for Organizational Analysis, Field Planning and Commercial Services
Management (formerly A-76.) His operational assignments include 5 Coast Guard
cutters, 2 of which as Commanding Officer. He most recent assignment was as
Commanding Officer of USCGC VENTUROUS (WMEC 625) from May 2007 to August 2009
where he patrolled the Caribbean Sea looking for Illegal Drugs and Migrants,
netting 3 significant drug seizures totaling over 6,000 lbs of cocaine and
marijuana and intercepted over 2,000 illegal migrants. His staff tours include
Program Reviewer for the Office of Budget and Programs; Comptroller, Air Station
Miami; and Search and Rescue and Law Enforcement Controller for the Coast
Guard's 7th District, planning Coast Guard Operations in the Caribbean and Gulf
of Mexico. He is a 1989 graduate of the Coast Guard Academy with a BA degree in
Management and an MBA from Florida Atlantic University.

Ms.
Roxie Anthony
Roxie Anthony is currently assigned as the Chief, Program Executive
Office for Command, Control and Communications Home Team, Chief Financial
Executive/Comptroller, Defense Information Agency, Washington, DC. She is
responsible for developing, coordinating and executing the budgets for four
Command, Control and Communications acquisition programs. Prior to this
assignment Ms Anthony was the Other Procurement and Ammunition Procurement
Appropriations Manager for the Air Force, Budget Investment, Deputy Assistant
Secretary (Budget), Washington DC.
Ms Anthony is a 2007 graduate of the Industrial College of
the Armed Forces Senior Acquisition Course receiving a Master of Science in
National Resource Strategy. She holds a Masters of Public Administration, Troy
State University, Troy, AL. and a B.S. degree in Accounting, Bellevue
University, Omaha, NE.
ARMY
-- Ms. Lillian D. Jones
Mrs. Jones is
currently assigned to the Assistant Chief of Staff for Installation Management (ACSIM)
as an Program Analyst, with over 30 years of experience in both Resource
Management and IT.
Mrs. Jones entered the government as a
GS-02 as a College Student in the Civilian Personnel Office. Her Federal
service has included the US Army Reserves, Chief of Staff, at Crystal City, VA;
E-Government, Office of Personnel Management, D.C.; Department of Treasury,
D.C.; Financial Management, Department of Commerce, Crystal City, VA; Accounting
and Finance and Systems, Los Angeles AFB, CA; Office of Finance, Patrick AFB, FL
and Beale AFB, CA. After moving from Los Angeles, Mrs. Jones took a break for
civil service, for a couple of years, to work for a defense contracting
company. The company which was located in Rockville, Maryland was called Deva
and Associates. There she was employed as a Senior Staff Accountant, one
of the first women to be hired in the company.
Long standing member of both the
Association of Government Accountants (AGA) and American Society of Military
Comptroller (ASMC).
NAVY
-- Ms. Denise Sampson
Denise Sampson
is a financial management analyst, currently serving at Field Support
Activity/CNO. There she is responsible for communicating all policy changes to
and acts as the liaison between the Navy Comptroller, BSO 11 and subordinate
activities. She also ensures current fiscal policy compliance, and serves as
the Anti-Deficiency Act Investigator and Agency Program Coordinator Level III
for the government purchase card within BSO 11.
Prior to joining FSA, Denise served at
NAVSEA as the lead program analyst in Program Executive Office (PEO) SHIPS FLEET
for the Cruiser Modernization (PMS 400) and Mine Countermeasure/Mine Hunting
Craft (PMS 470) programs. Before that, she served at NAVAIR as the lead
financial analyst and Budget Financial Manager in PEO Tactical, F/A-18 Strike
Fighter aircraft program office (PMA 265), for several different integrated
product teams. During her time in program acquisition at NAVAIR and NAVSEA,
Denise was responsible for budgeting, programming and executing Aircraft
Procurement, Research, Development, Test and Evaluation, Other Procurement,
Weapons Procurement and Operations and Maintenance funding requirements.
Denise studied finance at the University of
Maryland University College. She also studied Legal Studies at St. Mary’s
College of MD and the College of Southern Maryland. She used her in depth
knowledge of acquisition to successfully complete the Department of Defense
Business, Cost Estimating and Financial Management (BCEFM) program where she was
certified in DoD acquisition to Level III (the highest level) in the BCEFM
career field. Denise is also a proven subspecialist in Financial Management and
is designated a Certified Defense Financial Manager (CDFM). She is currently in
pursuit of her CDFM w/acquisition specialty.
AIR
FORCE -- Capt Rene Rodriguez
Capt Rene Rodriguez is a Financial Manager for the Air Force Intelligence
and Analysis Agency (AFIAA), Washington, D.C. As Financial Manager he is the
primary point of contact for the Sudden Spirit Program, and manages the Inter
Support Agreements for the organization in terms of funding.
Capt Rodriguez entered the Air Force in 2005
after graduating from Baylor University. His previous assignment was the Senior
Financial Analyst for the Electronic Systems Center, where he managed
approximately $6.0B of Air Force acquisition funds and the Reimbursable Budget
Authority accounts. During this time he also deployed to Baghdad Iraq, where he
was the budget officer that directly managed $1.5 Billion of coalition funding
for the internal security of Iraq.

CORPS -- Ms. Raquel
Escribano
Raquel Escribano just recently redeployed back to Headquarters Marine
Corps after serving as the Lead Financial Resource Manager for U.S. Forces
Afghanistan for the past 11 months. She currently serving as a budget analyst
in the Budget Execution Section of the Programs and Resources (P&R) Department.
Prior to this position Ms. Escribano worked in the Budget Formulation Section on
the Depot Maintenance, Marine Corps Maritime Prepositioning Program, and
Maritime Prepositioning Force programs. She also worked a year and a half as a
Financial Systems Analyst for the Systems Section of P&R. She served four years
on active duty in the United States Marine Corps and was honorably discharged as
a Sergeant. She is a Certified Defense Financial Manager, received her
Bachelor's in Business Administration from Averett University, Danville,
Virginia in 2003, and graduated Sigma Beta Delta receiving a Masters of Business
Administration from Nova Southeastern University, Davie, Florida in 2005. Ms.
Escribano is an Alpha Kappa Psi alumnus.
COAST GUARD --
LCDR Robert Hart
Lieutenant Commander Bobby Hart has led the Coast
Guard's Property Remediation team for the past three plus years, and is in
charge of implementing CFO compliant policies and procedures and managing the
remediation of the Coast Guard's property agency-wide. Previous assignments
include Operations Officer aboard the Coast Guard Cutter Redwood, Assistant
Business Manager of the Buoy Tender Acquisitions Project, and Budget Officer at
the Coast Guard's Engineering Logistics Center in Curtis Bay, Baltimore,
Maryland. He has a BS in Government from the U. S. Coast Guard Academy and an
MBA and an M.S. in Accounting and Management Information Systems from the
University of Delaware. LCDR Hart is Certified Public Accountant, Certified
Management Accountant, Certified Financial Manager, Project Management
Professional, and Earned Value Professional.

Ms. Debra S. Del Mar, is Managing Partner of Vanguard Advisors, LLC.

DEPARTMENT OF DEFENSE -- Ms. Demaryl D. Singleton
Ms. Demaryl D.
Singleton is a Senior Program Analyst assigned to the Defense Information
Systems Agency (DISA). She provides acquisition oversight and budget execution
in support of the transformation efforts for the Vice Chairman, Joint Chiefs of
Staffs initiatives for the Chief Technology Office. Ms Singleton prepares and
analyzes all contracting and budget-related data.
Ms. Singleton previously served as the Program
Manager for Acquisition of Services and Chief of Contract Management Branch, GIG
Enterprise Services Engineering Services for DISA. In addition, she has served a
Contracting Officer for the United States Air Force, United States Navy and the
General Services Administration.
Ms. Singleton holds a B.S. in Management from
Park University, and a Masters Degree in Procurement and Acquisition Management
from Webster University. While working for the Department of Defense, Ms.
Singleton earned a level DAWIA III Certification in Contracting, Information
Technology and Program Management from the Defense Acquisition University. Ms.
Singleton is currently enrolled at Webster University seeking her second Masters
Degree in Information Technology Management.
ARMY
-- Ms. Nicol Martin
Mrs.
Nicol Martin currently works as a Program Analyst in Army Headquarters,
Office of the Deputy Chief of Staff, G-3/5/7 Programming Division. She is
responsible for a variety of program analysis and related functions in the
Training Program Evaluation Group. Ms. Martin's previous assignments include
Financial Management Analyst in several locations to include Assistant Secretary
of the Army (Financial Management and Comptroller), Army Budget Office (Business
Resources and Operating Forces Divisions), Pentagon; U.S. Army Europe (USAREUR)
G8, Heidelberg, Germany; U.S. Army European Command (EUCOM), Stuttgart, Germany;
and Office of the Deputy Chief of Staff for Resource Management, Fort
Leavenworth, KS. She also served six years on active duty in the U.S. Army as a
Finance Specialist. Ms. Martin holds a M.A. in Human Resources Development from
Webster University and a B.S. in Business Administration from Benedict College
in Columbia, SC.
NAVY
– Ms. Veronica Trent
Ms.
Veronica Trent is a Senior Budget Analyst for the Department of the Navy,
serving as a Senior Financial Analyst for Field Support Activity (FSA).
She’s responsible for over $500 million in Operating and Maintenance (O&MN)
funding for DOD Combatant Commands (COCOMs). She’s also responsible for
the Operation Iraqi and Operation Enduring Freedom supplemental funding for the
COCOMs and activities under the cognizants of Field Support Activity.
Prior to serving as a Financial
Analyst at FSA, Ms. Trent held the position of a Senior Program Analyst at the
Naval Sea Systems Command (PEO Ships/ AEGIS Program) for 18 years.
She has received her certification in
Department of Defense Acquisition Program as a Level III (the highest level) in
the Business Cost Estimating and Financial Management career field.
She’s active with her local church
and children’s school and has taken on the responsibility of mentorship with a
Navy intern. Ms. Trent currently resides in Upper Marlboro, MD with her husband
and two children.
AIR
FORCE -- Ms. Tina Miller
Ms. Tina Miller is a Budget Analyst for Headquarters Air Force. She
previously served as a Budget Analyst in the Directorate of Air and Space
Operations. She has served as a volunteer for the Washington chapter mini-PDI
for the past five years. Ms Miller holds a BS in Liberal Arts from the
University of the State of New York and an MA in Management from Webster
University. She's been a member of ASMC since 1993.

GUARD -- LCDR Charles F. Kuebler
LCDR Fritz Kuebler currently works as a Program Analyst for the Coast
Guard’s Chief Financial Officer, Office of Planning & Performance at Coast Guard
Headquarters in Washington, DC. In this capacity, Fritz is responsible to the
CFO (& Coby & CAPT Thompson) for program management of the Coast Guard’s FY11
Insourcing Budget Initiative.
Fritz is a 1997 graduate of the
Coast Guard Academy where he earned a Bachelor of Science degree in Management.
Fritz’s operational tours include Deck Watch Officer on board Coast Guard Cutter
TAMPA homeported in Portsmouth, VA, Officer in Charge of Law Enforcement
Detachment 401 homeported in Miami, FL, Command Duty Officer at the 7th Coast
Guard District Operations Center in Miami, FL, and Operations Officer on board
Coast Guard Cutter CAMPBELL homeported in Kittery, ME. Finally, just before
graduate school & the requisite staff follow on assignment, Fritz’s operational
assignments culminated as Commanding Officer of Coast Guard Cutter JEFFERSON
ISLAND homeported in Portland, ME. Fritz looks forward to returning to sea
during the summer of 2011.
Fritz holds a Masters degree of
Public Policy from Princeton University. Most notably, Fritz & his wife
Meredith are the proud parents of two young boys, William & Chase.

Ms. Susan Trifilo
Ms.
Susan Trifilo is a key member of PwC's Financial Management Practice for the
Department of Defense as well as PwC's Washington Federal Practice Assurance
Team. Her experience with the Office of the Under Secretary of Defense
(Comptroller) (OUSD(C)) Financial Improvement and Audit Readiness (FIAR)
Directorate has developed her knowledge of and relationships with the Department
of Defense, the Army, DFAS, OSD and GAO. Her two plus years of audit experience
and five years of corporate accounting and financial management has provided a
solid foundation of generally accepted accounting procedures and auditing
standards, as well as of business process controls, and internal control design
and implementation.
WEB
MASTER -- Mr. Vic Ackley
Mr. Victor Ackley, a University of Oklahoma graduate,
served 30 years on active duty in the U. S. Navy. His
operational assignments included command of a hydrofoil and
a guided missile frigate. He earned a post graduate
degree in Financial Management from the U. S. Naval
Postgraduate School. He served as the Operations &
Maintenance Appropriation Program Manager for the ACNO
(Surface Warfare), as Comptroller of Puget Sound Naval
Shipyard in Bremerton, Washington, and as the Comptroller of
Naval Sea Systems Command in Arlington, Virginia. Mr.
Ackley has completed Massachusetts Institute of Technology’s
Senior Executive Program. Selected for the Senior
Executive Service (SES) in 2000, he currently serves the
Director of the Navy's Field Support Activity. He is a
proven subspecialist in Financial Management and is
designated a Certified Government Financial Manager
(CGFM). He has been certified in Department of Defense
acquisition to Level III (the highest level) in the
Business, Cost Estimating and Financial Management career
field. He is a member of the Association of Government
Accountants, past president of the Washington Chapter of the
ASMC and past Navy VP to the ASMC National Executive Board.
