Biographies:
PRESIDENT
-- Mr. David McDermott
David E. McDermott is the Director, Standards and Compliance, Defense Finance
and Accounting Service and is responsible for developing finance and accounting
goals and standards, analyzing operational results, and enabling DFAS to provide
world class service to its customers. He previously served as the Deputy
Director for Compliance; responsible for the Operations internal control
program, analyzing operational results, audit liaison, and managing the
compilation of financial operations and personnel pay metrics.
From August 2006 until June 2007, McDermott served as the Acting Director of the
Financial Improvement and Audit Readiness Directorate in the Office of the Under
Secretary of Defense (Comptroller). In this capacity, he was responsible
for management and oversight of the Department’s Financial Improvement and Audit
Readiness Plan, which identifies financial process, system, and statement
deficiencies and provides detailed corrective actions to address those
deficiencies. He was also responsible for the Federal Manager’s Financial
Integrity Act program for DoD, and management of the Improving Financial
Performance initiative of the President’s Management Agenda.
McDermott came to DFAS in May 2005 as the Client Executive (CE) – Navy, joining
the ranks of the Senior Executive Service. He assumed the duties as CE to
the Marine Corps in May 2006. As the CE to the Navy and Marine Corps, he
served as the interface between the Navy/Marine Corps and DFAS for all finance
and accounting services.
Before coming to DFAS, McDermott worked for the Department of the Navy as the
Team Leader for Financial Services in the Office of Financial Operations, Office
of the Assistant Secretary of the Navy (Financial Management and Comptroller), a
position he had held since 1999. In this position, his responsibilities
included management of charge card programs, electronic commerce initiatives,
and matters relating to military and civilian pay.
McDermott began his federal career in 1982 as an accounting technician at the
National Naval Medical Center while attending college. During his more
than 24 years of federal service, McDermott has held leadership and staff
positions as an accountant and budget analyst with the Office of Financial
Operations, the Office of the Navy Comptroller, the Bureau of Medicine and
Surgery and the International Trade Administration.
McDermott has received a number of awards during his federal service including
the Office of the Secretary of Defense Award for Excellence in 2007, the
Department of the Navy Superior Civilian Service Award in 2005 and 2001 and the
Department of the Navy Meritorious Civilian Service Award in 1998.
McDermott is a member of the American Society of Military Comptrollers and is
frequently a public speaker on his areas of responsibility.
Originally from New Brunswick, NJ, McDermott earned a Bachelor of Science degree
in Business Management from Columbia Union College in 1985. He also holds
a Juris Doctor from the University of Baltimore School of Law.
SECRETARY
– Ms. Dawn Coulter
Ms. Dawn D. Coulter was born
in Kalamazoo, Michigan. She graduated from Manitou Springs High School,
Manitou Springs, Colorado, in May 1981. Dawn enlisted in the United States
Air Force and entered basic training in April 1983 retiring after 20 years of
dedicated military service on 1 May 2003. She began her civilian career
immediately following her retirement. Dawn spent 6 years working in the
Electronic Commerce office for DFAS and performed duties as the Program Manager
for Electronic Document Management (EDM) System, and Project Manager for
Electronic Data Access (EDA). Dawn also worked in the Standards and
Compliance office until she was selected as the Chief of Staff for DFAS working
directly for the Director, DFAS, Mr. Zack Gaddy. After a year as Chief of
Staff, Dawn was asked to fill the position as the Director, eSolutions in July
2007. Subsequently, she has taken on the duties of Director, Systems
Management Division overseeing all DFAS systems and directly responsible for
more than 300 employees. Her awards and decorations include the DFAS
Meritorious Civilian Award, Defense Meritorious Service Medal, Joint Service
Commendation Medal with two oak leaf clusters, and a number of other military
awards. She has completed DAU Acquisitions Level II training and is a
graduate of the Federal Executive Institute. She has been a member of ASMC
since 1997 and a member of the Washington Chapter since her arrival in the NCR
in 2000. She is married to Robert Coulter, Jr., and they have a daughter
Kirsten, 15, and son, Casey, 13.
TREASURER
– Mr.
Samuel Carter
Mr. Samuel Carter is currently the Executive Officer for the Standards and
Compliance Directorate, Defense Finance and Accounting Service. His career spans
29 years working for and in support of the Department of Defense in the areas of
finance and accounting, and information technology.
Sam served 20 years as a Finance Officer, retiring in 2000 from the Army as a
Lieutenant Colonel. His operational assignments include: Disbursing officer,
Fort Dix, NJ; Finance Officer, Fort Hamilton, NY; Finance Officer, 558th
Artillery Group, Elefsis, Greece; Systems Analyst, Headquarters, Army Materiel
Command, Alexandria, VA; Executive Officer, 175th FAO-K, Yongsan Korea; Command
& General Staff College, Fort Leavenworth, KS; Executive Officer, 215th Finance
Battalion, Fort Hood, TX, Chief, Automation Management Office, 1st Cavalry
Division Combat Service Support, Fort Hood, TX, and DFAS Corporate Information
Infrastructure Management Support Team Leader, DFAS, Arlington, VA. After his
military retirement, Sam worked as a contractor for American Management Systems,
as a Financial System Consultant, testing the Defense Travel System. In 2004,
Sam entered Federal Civil Service with an assignment as a Financial System
Analyst in the Business Management Modernization Program and later transferred
to the DFAS Policy Directorate, as a Financial Management Analyst. Sam has been
in his current position since June 2005.
Sam holds a BS degree in Accounting from Seton Hall University and an MBA from
Devry University, with a concentration in Project Management. He has been a
member of ASMC and the Washington Chapter since May 1999.

Ms.
Roxie Anthony
Roxie Anthony is currently assigned as the Chief, Program Executive
Office for Command, Control and Communications Home Team, Chief Financial
Executive/Comptroller, Defense Information Agency, Washington, DC. She is
responsible for developing, coordinating and executing the budgets for four
Command, Control and Communications acquisition programs. Prior to this
assignment Ms Anthony was the Other Procurement and Ammunition Procurement
Appropriations Manager for the Air Force, Budget Investment, Deputy Assistant
Secretary (Budget), Washington DC.
Ms Anthony is a 2007 graduate of the Industrial College of
the Armed Forces Senior Acquisition Course receiving a Master of Science in
National Resource Strategy. She holds a Masters of Public Administration, Troy
State University, Troy, AL. and a B.S. degree in Accounting, Bellevue
University, Omaha, NE.

Ms. Rainy
Lowery graduated from Naval Postgraduate School (NPS) in 2000 with a M.S. in
Financial Management. As a dependent Navy spouse, she rotated through
several Navy activities received training from the ground up as an Accounting
Technician from NPS (1996-1999) and Claimancy, Budget Analyst from the Bureau of
Naval Personnel (BUPERS) (1999-2002).
From 2002 to 2004, she worked as
Deputy Comptroller/Budget Officer for Marine Corps Recruiting Command, managed
$140 million dollar budget and successfully defended an Advertising mark; saving
the command $5M in both FY05/FY06.
Medical Accounts Service.
Recommended policy, developed programs, metrics and formulated plans to improve
efficiency and effectiveness.
From 2007 to 2007, she worked as
Head, Resources Management Department for Field Support Activity (FSA)/Chief of
Naval Operation’s Budget Officer for Budget Submitting Office (BSO) 11.
She managed a $2 billion dollar budget. Reduced Defense Finance Accounting
Service (DFAS) mark by ~$8.2M across the Future Years Defense Program (FYDP).
Averaged 90% BPI score per budget submit. Spearheaded a National Defense
Sealift Fund (NDSF) collaboration group that standardized business practices,
improved document processing time (i.e. from 30 to 3 days), and recaptured $5.2M
no year dollars. Met all three Problem Disbursement goals set by Financial
Management Operations (FMO) and automated FY 08 centrally managed documents
using Command Financial Management System (CFMS).
Ms. Lowery joined the JGPO team
December 2007 as Program Management Director/Chief Financial Officer (CFO).
In this capacity as YC-03 (i.e. GS-15), she has program oversight of
approximately $10.3 billion dollars in appropriated resources across various
BSOs, Government of Japan (GOJ) cash, and GOJ financial instruments (i.e.
loans).
During her career, Ms. Lowery has
been the recipient of many on-the-spot, Quality Step Increases, and outstanding
performance awards. She is a Certified Defense Financial Manager (CDFM),
Defense Acquisition Workforce Improvement Act (DAWIA) Level I, working on her
Level II and III within the next year, and recognized as a Competent Toastmaster
(CTM).
She is pursuing Doctorate in
Organizational Leadership. JGPO Program and Resources Director/Chief
Financial Officer.

Ms. Annie Crum
currently serves as the Deputy Branch Head and Congressional Coordination
Section Head for the Budget and Congressional Coordination Branch, Programs and
Resources Department, Headquarters, Marine Corps. Ms. Crum's prior positions
include: Contingency Operations budget analyst, Operation and Maintenance,
Marine Corps Reserve budget analyst, and she began her DoD career as a trainee
in the Department of the Navy's Financial Management Career Program.
Ms. Crum was awarded the Navy
Meritorious Civilian Service Medal in February 2007 for her work in defending
Marine Corps supplemental budget requests. She is a Certified Defense Financial
Manager with Acquisition Specialty (CDFM-A). Ms. Crum graduated Cum Laude and
received a Bachelor of Business Administration in Finance from Southern
Methodist University, Dallas, Texas in 2002.

GUARD -- LCDR Matt ten Berge
LCDR (Romualdus) Matt ten Berge, currently assigned to USCG Headquarters
working in the Resources Division for the Asst. Commandant for Command, Control,
Communications, Computers and Information Technology (C4IT). He completed
an MBA in '06 at the Ross School of Business at the University of Michigan.
Previous tours includes Executive Officer on USCGC BRISTOL BAY (Detroit, MI) and
Operations Officer on USCGC COWSLIP (Astoria, OR).

Ms. Debra S. Del Mar, is Managing Partner of Vanguard Advisors, LLC.

Intelligence Program (GDIP) on 13 August 2007, after having served since
November 2004 as the Principle Deputy Chief Financial Executive. He is the
primary advisor on Intelligence Community financial matters to the DIA Director
in his roles as the Director, DIA Military Intelligence Program (MIP) Component
Manager, and GDIP Manager, as well as the DIA Deputy Director, and the DIA Chief
of Staff. He also maintains close working relationships with the Office of
the Director of National Intelligence (ODNI), the Undersecretary of Defense
(Intelligence) (USD(I))—who serves also as the Director of Defense
Intelligence—and the Office of Management and Budget. He oversees DIA and
GDIP resource management, ensures the DIA and GDIP programs are developed and
submitted to oversight offices, develops GDIP performance plans, the DIA and
GDIP programs for the Director, and oversees DIA budget execution, Chief
Financial Officer Act compliance, and the full range of financial management
functions and financial services common to Federal Government agencies.
Previous DIA assignments were as Deputy Chief
Financial Executive (CFE/DC) for Community Affairs, Chief of DIA/GDIP Program
Analysis and Evaluation Office (PA&E), and Chief of Program Evaluation with the
Defense Intelligence Resource Management Office.
Mr. Fasching’s career includes extensive public
and private sector experience in intelligence operations, analysis, and
financial management. His government experience includes tours of duty as an
intelligence officer with two Air Force fighter wings, the Air Force Information
Warfare Center, Air Staff Intelligence, Air Force Operations Checkmate Division,
the National Geospatial Intelligence Agency (NGA), the National Reconnaissance
Office (NRO), and the Intelligence Community Management Staff. His private
sector experience includes three years as an analyst for the Science
Applications International Corporation (SAIC). A native of St. Louis, Mr.
Fasching is a Certified Defense Financial Manager and a graduate of the
University of Missouri.

Ms. Demaryl D.
Singleton is a Senior Program Analyst assigned to the Defense Information
Systems Agency (DISA). She provides acquisition oversight and budget execution
in support of the transformation efforts for the Vice Chairman, Joint Chiefs of
Staffs initiatives for the Chief Technology Office. Ms Singleton prepares and
analyzes all contracting and budget-related data.
Ms. Singleton previously served as the Program
Manager for Acquisition of Services and Chief of Contract Management Branch, GIG
Enterprise Services Engineering Services for DISA. In addition, she has served a
Contracting Officer for the United States Air Force, United States Navy and the
General Services Administration.
Ms. Singleton holds a B.S. in Management from
Park University, and a Masters Degree in Procurement and Acquisition Management
from Webster University. While working for the Department of Defense, Ms.
Singleton earned a level DAWIA III Certification in Contracting, Information
Technology and Program Management from the Defense Acquisition University. Ms.
Singleton is currently enrolled at Webster University seeking her second Masters
Degree in Information Technology Management.

Mrs.
Nicol Martin is currently assigned to Assistant Secretary of the Army
(Financial Management and Comptroller) working in the Army Budget Office.
As a Financial Management Analyst in the Operating Forces Division, she
specifically deals with readiness and training sub-activity groups and its
related activities.
Ms. Martin has worked in numerous
aspects of financial management composing 11 years of federal service which
include 6 years of active duty Army service. In 2007, she completed the
Department of the Army Intern program in the CP-11 Career Field.
Assignments during the intern program included US Army Europe (USAREUR) G8,
Heidelberg, Germany; US Army European Command (EUCOM), Stuttgart, Germany; ASA

– Ms. Veronica Trent
Ms.
Veronica Trent is a Senior Budget Analyst for the Department of the Navy,
serving as a Senior Financial Analyst for Field Support Activity (FSA).
She’s responsible for over $500 million in Operating and Maintenance (O&MN)
funding for DOD Combatant Commands (COCOMs). She’s also responsible for
the Operation Iraqi and Operation Enduring Freedom supplemental funding for the
COCOMs and activities under the cognizants of Field Support Activity.
Prior to serving as a Financial
Analyst at FSA, Ms. Trent held the position of a Senior Program Analyst at the
Naval Sea Systems Command (PEO Ships/ AEGIS Program) for 18 years.
She has received her certification in
Department of Defense Acquisition Program as a Level III (the highest level) in
the Business Cost Estimating and Financial Management career field.
She’s active with her local church
and children’s school and has taken on the responsibility of mentorship with a
Navy intern. Ms. Trent currently resides in Upper Marlboro, MD with her husband
and two children.

Ms. Tina Miller is a Budget Analyst for Headquarters Air Force. She
previously served as a Budget Analyst in the Directorate of Air and Space
Operations. She has served as a volunteer for the Washington chapter mini-PDI
for the past five years. Ms Miller holds a BS in Liberal Arts from the
University of the State of New York and an MA in Management from Webster
University. She's been a member of ASMC since 1993.

Ms. Myra Ragan is an
analyst for O&M,MC Budget Formulation at Headquarters, Marine Corps. She also
worked in Budget Execution clearing abnormal balances to ensure the O&M and
Investment appropriation financial statements fairly present the Marine Corps
financial position. Previously, she served as a Systems Accountant and a Staff
Accountant writing Marine Corps Accounting policy. In addition, Ms. Ragan has
served as the Chief of Travel for the US Marshals Service and as a Systems
Accountant for the Administrative Office of the US Courts.

Ms. Kristin
Hilbert is a Manager of Strategic Initiatives in CSC's DoD Finance and
Business Systems group. She works primarily with the CSC DFAS Operations Center
but supports all DoD finance new business activities. She has a Bachelor
of Science degree in Electrical Engineering from Northeastern University and has
supported DoD clients as a contractor for over 10 years.
DEFENSE INTELLIGENCE AGENCY-- Mr.
Steve Bucher
Mr.
Stephen A. Bucher serves as the Acting Chief of the Financial Executive
Office supporting the Defense Intelligence Agency’s (DIA) Directorate for
Information Management and Chief Information Officer. In this position, Mr.
Bucher oversees the development of the information technology resources and
program guidance throughout DIA, the Services, and the worldwide DoD
Intelligence Information System community.
Mr. Bucher’s career with DIA began in 2001 as the
IT Program Manager for the Joint Intelligence Task Force-Combating Terrorism (JITF-CT).
While in the JITF-CT office he performed project management duties overseeing
the establishment and expansion of the IT architecture supporting the Agency’s
authoritative counter terrorism analysis center. Additionally, he was the
program manager for the development and fielding of the Agency’s flagship
message repository, WISE.
Prior to joining DIA, Mr. Bucher served over 24
years in the United States Marine Corps as a ground combat officer. Prior to
leaving active duty, he was the head of the Assessments and Acquisition Branch,
Programs and Resources Directorate, Headquarters, Marine Corps. In this capacity
Mr. Bucher was responsible for analytic support on the POM build and submission,
program analysis, and the JROC/MROC processes. As a Marine Mr. Bucher commanded
a variety of combat and staff organizations, served with Sweden’s Coastal
Rangers (Kustjägerna), was the Marine Aide to the Chief of Naval Operations, and
was the principle DoD program officer for military support for counterdrug
efforts in Mexico and the Caribbean.
Mr. Bucher received his Bachelor of Business
Administration degree from Texas A&M University and later earned a Masters of
Business Administration degree. He has a Certified Defense Financial Manager
with Acquisition Specialty certification from the American Society of Military
Comptrollers and is a graduate of the Marine Corps Command and Staff College,
the Armed Forces Staff College, and the Defense Language Institute.

MASTER -- Mr. Vic Ackley
Mr. Victor Ackley, a University of Oklahoma graduate,
served 30 years on active duty in the U. S. Navy. His
operational assignments included command of a hydrofoil and
a guided missile frigate. He earned a post graduate
degree in Financial Management from the U. S. Naval
Postgraduate School. He served as the Operations &
Maintenance Appropriation Program Manager for the ACNO
(Surface Warfare), as Comptroller of Puget Sound Naval
Shipyard in Bremerton, Washington, and as the Comptroller of
Naval Sea Systems Command in Arlington, Virginia. Mr.
Ackley has completed Massachusetts Institute of Technology’s
Senior Executive Program. Selected for the Senior
Executive Service (SES) in 2000, he currently serves the
Director of the Navy's Field Support Activity. He is a
proven subspecialist in Financial Management and is
designated a Certified Government Financial Manager
(CGFM). He has been certified in Department of Defense
acquisition to Level III (the highest level) in the
Business, Cost Estimating and Financial Management career
field. He is a member of the Association of Government
Accountants, past president of the Washington Chapter of the
ASMC and past Navy VP to the ASMC National Executive Board.
