Biographies:
PRESIDENT
-- Ms. Elizabeth McGrath
Elizabeth (Beth) McGrath currently serves as the Assistant Deputy Under
Secretary of Defense for Business Integration. Her responsibilities
require integration and coordination with the Deputy Secretary of Defense and
the Principal Staff Assistant (PSA) organizations, ensuring that all business
transformation requirements are aligned to PSA goals and objectives. This
alliance ensures coordination between the Under Secretaries of Defense for
Acquisition, Technology, and Logistics; Personnel and Readiness; and,
Comptroller at all levels.
Preceding her current position, Ms.
McGrath served as the Deputy Director for the Transformation Support Office (TSO)
in the Business Management Modernization Program (BMMP), as well as the Deputy
Director for Systems Integration, Defense Finance and Accounting Service (DFAS).
Prior to joining DFAS, Ms. McGrath served in a variety of Program Management
roles culminating in Program Executive Office (PEO) level oversight
responsibility.
Ms. McGrath holds a bachelor’s degree
in Economics from George Mason University and is a graduate of the Federal
Executive Institute (FEI). She is certified Acquisition Level III in
Program Management, Financial Management and Logistics, and is a member of the
DoD Acquisition Professional Community and the President of ASMC, Washington
Chapter. In her spare time, Ms. McGrath coaches soccer and basketball for
her children’s teams.
SECRETARY
– Mr. Kyle Fugate
Kyle T. Fugate is currently a senior accountant on the staff of the
Assistant Secretary of the Navy (Financial Management and Comptroller).
In this position, he advises the Director of the Navy's Office of Financial
Operations on Military Equipment, Inventory, and Operating Materials and
Supplies management systems; and assists with Navy Enterprise Resource Planning
and Financial Management Systems Transition Plan initiatives. Mr. Fugate
has over 20 years of diversified experience in the accounting, finance, and
logistics management career fields.
Prior to his position with the Navy, Mr. Fugate served as a logistics officer
with the United States Army and in various accounting and consulting positions
within government and private industry. Mr. Fugate holds a Bachelor of
Science degree in urban Planning from East Tennessee State University and a
Master of Business Administration Degree from Saint Martin's University in
Lacey, Washington. In addition to his personal and professional pursuits,
Mr. Fugate is a member of the American Institute of Certified Public
Accountants, and Institute of Management Accountants. He currently resides
with his wife and children in Mount Vernon, Virginia.

Mrs. Stacy Simmons
Mrs. Stacy Simmons is a Systems Accountant and is an employee with the
Business Transformation Agency (BTA). She is currently assigned to the
Transformation Priorities and Requirements (TPR) Directorate, Buyer and Seller
Management (BSM), where she is responsible for identifying, documenting, and
validating functional requirements supporting the Intragovernmental Transactions
(IGT) initiative. The objective of this initiative is to address
long-standing problems with intragovernmental exchange transactions between
federal agencies, which the General Accounting Office (GAO) identified as a
material weakness within government-wide financial systems. She is also
engaged in Business Process Reengineering to assist in standardizing and
improving financial business processes for DoD.
Prior to her employment with BTA,
Mrs. Simmons worked for the Defense Finance and Accounting Service (DFAS) in the
Acquisition Management Office (AMO) and the Information and Technology
Directorate, Data Architecture Division. During that time, she led various
system acquisition efforts to include systems testing, training, and risk
management, and was the Team Lead of the Data Management Team supporting DFAS
CIO.
Mrs. Simmons holds a bachelor’s
degree in Business Administration (minor in Accounting) from St. Paul’s College
and a Master’s Degree in Management of Information Systems from George
Washington University. She is certified Acquisition Level III in Program
Management and is a member of the Defense Acquisition University (DAU) Alumni
Association. Much of Mrs. Simmons outside activities centers around her church
where she serves as President, Usher Board Ministry, Vice-Chair, Scholarship
Ministry, and Youth Advisor, Youth Ministry.
VICE PRESIDENTS:
OFFICE
OF THE SECRETARY OF DEFENSE --
Ms. Carol Phillips
Ms. Phillips currently serves as the Assistant Director, Finance Policy and
Oversight, in the Office of the Under Secretary of Defense (Comptroller). Her
current responsibilities include development and/or oversight of DoD-wide policy
in the areas of commercial pay, disbursing, improper payments and recovery act
auditing, contingency operations, disaster relief, interagency acquisition, the
proper use of funds, and military banking. Ms. Phillips’ has over 20 years of
diversified experience in the accounting, auditing, finance, and contract
administration career fields. Her background includes serving as the Deputy
Group Comptroller for a major DoD contractor, Cost/Price Analyst on a major
acquisition program managed by the Army Material Command, Contract Specialist
with the Air Force, and Supervisory and Lead Auditor with the Defense Contract
Audit Agency and the Inspector General’s Office, respectively. Ms. Phillips
graduated with honors from Arizona State University and holds a bachelor’s
degree in Business Administration, with a major in Accounting. She is a
Certified Public Accountant and is certified at Defense Acquisition Workforce
Improvement Act (DAWIA) Level III in Auditing and Level II in Contracting. Ms.
Phillips is a member of the American Institute of Certified Public Accountants,
American Society of Military Comptrollers, Institute of Management Accountants,
and the Defense Contract Management Association.

-- Robert E. Benefiel, Jr.
ARMY
-- COL Byron L. Cherry, Sr.
Colonel Cherry is currently assigned as the Director for the Investment
Strategy Division, Headquarters, Department of the Army, Chief Information
Office (CIO)/G-6 Directorate, Washington, DC. He is responsible for developing,
coordinating and implementing the investment strategy for Army s Command,
Control, Communications, Computers and Information Technology (C4/IT) Programs.
Prior to assignment as Director,
C4/IT Investment Strategy, COL Cherry was the Director of Resource Integration,
Assistant Chief of Staff for Installation Management-Army Reserve Directorate (ACSIM-AR).
His other key command and staff assignments include: Chief, Organization
Maintenance Army Reserve/Military Construction Army Reserve (OMAR/MCAR) Budget
Formulation Division, Office of the Chief, Army Reserve; Comptroller, US Army
Civil Affairs and Psychological Operations Command (Airborne), US Army Special
Operations Command, Fort Bragg.
Colonel Cherry is a graduate of the
School of Leadership Studies, Regent University receiving a Doctor of Philosophy
(PhD) in Organizational Leadership in 2004. He attended Norfolk State
University, graduating and receiving a B.S. degree in Accounting, Troy State
University, receiving a Master of Business Administration (MBA) and the National
Defense University, Industrial College of the Armed Forces, receiving a Master
of Science in National Resource Strategy.
NAVY
-- Ms. Beverly Veit
Ms.
Beverly Veit has been a Department of the Navy employee for twenty two years
– on the staff of the Assistant Secretary of the Navy for Financial Management
and Comptroller (ASN(FM&C)) for a total of fifteen years. She is currently the
Assistant Team lead on the Financial Systems and Planning team in the Office of
Financial Operations, serving as the subject matter expert on Military
Equipment, Inventory, and Operating Materials and Supplies systems; and assists
with Navy Enterprise Resource Planning and Financial Management Systems
Transition Plan initiatives.
From July 2000 to August 2002 Ms Veit
served as the Special Assistant to the Head of the Program/Budget Coordination
Division (FMB-3) (ASN(FM&C)). Her primary duties were to coordinate Navy
Enterprise Resources Planning (ERP) and Cost of War issues for FMB. From April
1998 to June 2000 she was the Head of the Comptroller Division at the Naval
Aviation Depot in Cherry Point, North Carolina – an aircraft repair facility
with new orders of nearly $600M annually and a workforce of approximately
4000 civilian, military and contractor personnel. The plant covers 124 acres,
and more than 100 buildings provide about 1.5 million square feet of floor
space.
Prior to relocating to North Carolina
Ms. Veit was the Head of the Aviation and Weapons Branch in the Office of
Budget, Investment and Development Division (FMB-2) (ASN(FM&C)). In this
capacity she managed the staff responsible for the formulation, review, and
execution of the budget for all Aviation, Weapons, and Marine Corps Research and
Development and Procurement programs with funding requirements in excess of $10
billion per year. Other assignments in FMB were lead analyst for the
development of DON Budget Guidance, the Ship Maintenance Program, and Navy
Training and Education programs; and the assistant budget analyst for the
Shipbuilding and Conversion, Navy and Aircraft Procurement, Navy
appropriations. Prior to joining the staff of the ASN(FM&C), Ms. Veit worked at
the Navy Accounting and Finance Center as a systems evaluation analyst for
Financial Management Systems, and in the Office of the Chief of Naval Operations
as an budget analyst for various programs in the Operations and Maintenance,
Navy and Other Procurement, Navy appropriations.
Ms. Veit is a member of the Washington
Chapter of the American Society of Military Comptrollers (Chairperson of Program
Committee from 1992‑1994). She is also the President of the Navy Secretariat
and Staff Offices Recreation Association. She has held leadership positions for
the Junior League of Annapolis and the Harness Creek Overlook and Gentry
Homeowners Associations.
Ms. Veit received a Masters Degree in Public Financial Management from the
American University, Washington D.C. in 1988, and Bachelor of Arts Degrees in
Accounting and Business Administration from Elon College, North Carolina in
1983. In addition, she graduated from the Executive Potential Program in March
1995. She was awarded the Meritorious Service Award in August 2001 for work
with the Navy ERP program. Ms. Veit currently resides in Annapolis, Maryland
with her husband and two children.
AIR
FORCE -- Mr. Keith A. Hicks
Mr.
Keith Hicks is a Senior Program Analyst for the Air Force Civil Engineer's
Housing Office. He previously served as a Budget Officer with U.S. Special
Operations Command and as an FMS Financial Analyst with the Budget Investments
Directorate, Office of the Deputy Assistant Secretary (Budget) for the Air
Force. He served previously as Chapter VP for Air Force as well as the
Washington Chapter Secretary, Service Secretary and Competition Chair. Mr.
Hicks holds a BBA in Accounting from the University of Texas at San Antonio and
an MA in Management from Central Michigan University. He has been a member of
ASMC since 1997.
MARINE
CORPS -- Ms. Marcia
Case
Ms. Case recently joined the Marine Corps as the Fiscal Operations
Officer serving as a senior level advisor to the Budget Director and the Fiscal
Director on a wide range of operational budget and management issues related to
the Marine Corps appropriated and nonappropriated funds. Budgetary
responsibilities involve annual appropriations in excess of $16 billion, and
cover the full spectrum of Marine Corps operations and programs. Ms. Case
is also responsible for coordinating all civilian professional development needs
for the Marine Corps financial management community of interest.
She previously served as a budget analyst for the Under
Secretary of Defense (Comptroller) responsible for over $9 billion in operating
and maintenance (O&M) budgets for the Special Operations Command (SOCOM) and the
Intelligence Agencies. She served as the key advisor on all O&M issues
associated with the Military Intelligence Program and was responsible for
formulating the SOCOM and Intelligence portions of the Operation Iraqi Freedom
and Operations Enduring Freedom Supplemental requests.
Ms. Case also served the USDC as a team leader for the
Strategic Planning and Budgeting Domain with responsibility for transforming the
Planning, Programming, Budgeting and Execution processes within DoD.
Prior to these assignments, Ms. Case served as the Director,
Financial Operations for the Defense Contract Management Agency with
responsibility for all budget and accounting operations for the Agencies $1
billion budget. She also served as a supervisor for the Defense Logistics
Agency’s O&M, Procurement, and Working Capital Fund budgets.
Ms. Case holds a bachelor’s degree in Business from George
Mason University and is a graduate of the Federal Executive Institute.
COAST
GUARD -- LT Robert Hart
Lieutenant Bobby Hart currently serves as the Budget Officer at the Coast
Guard's Engineering Logistics Center in Curtis Bay, Baltimore, Maryland.
Previous assignments include Operations Officer aboard the Coast Guard Cutter
Redwood and Assistant Business Manager of the Buoy Tender Acquisitions Project.

CORPS -- Ms. Arlillian Coleman
Ms. Coleman is an Accounting
and auditing professional, serving as Head of the Departmental Reporting
Section, Accounting and Financial Systems Branch, Programs and Resources
Division, Headquarters, United States Marine Corps. She has 23 years of federal
service with the Navy, DoD Inspector General, and Defense Information Systems
Agency. She has civilian experience in accounting, financial management,

capacity, he provides financial and performance management
and best practice consulting to the Army, OSD, DFAS, as well
as multiple civilian agencies. Mr. Boshart received a B.A.

MASTER -- Mr. Vic Ackley
Mr. Victor Ackley, a University of Oklahoma graduate,
served 30 years on active duty in the U. S. Navy. His
operational assignments included command of a hydrofoil and
a guided missile frigate. He earned a post graduate
degree in Financial Management from the U. S. Naval
Postgraduate School. He served as the Operations &
Maintenance Appropriation Program Manager for the ACNO
(Surface Warfare), as Comptroller of Puget Sound Naval
Shipyard in Bremerton, Washington, and as the Comptroller of
Naval Sea Systems Command in Arlington, Virginia. Mr.
Ackley has completed Massachusetts Institute of Technology’s
Senior Executive Program. Selected for the Senior
Executive Service (SES) in 2000, he currently serves the
Director of the Navy's Field Support Activity. He is a
proven subspecialist in Financial Management and is
designated a Certified Government Financial Manager
