Biographies:
PRESIDENT
-- Patricia J. Zarodkiewicz
Patricia J. Zarodkiewicz is a member of the Senior Executive
Service, is the Director of Budget Investment, Office of the
Deputy Assistant Secretary for Air Force. She is
responsible for supporting budget formulation and executing
approximately $22.5 billion in funds for procurement,
research and development, military construction, base
closure and military family housing.
SECRETARY
– Keith Hicks
Keith Hicks is a Budget Analyst for the Budget Operations
Directorate, Office of the Deputy Assistant Secretary
(Budget) for the Air Force. His current position
is the O&M analyst for Air Mobility Command and Air
Force Special Operations Command. He previously served
as the O&M analyst for United States Air Forces in
Europe and Pacific Air Forces. He also served as a
Program Analyst for 11th Wing at Bolling AFB, DC. Mr.
Hicks holds a BBA in Accounting from the University of Texas
at San Antonio and an MA in Management from Central Michigan
University. He has been a member of ASMC since 1997.

VICE PRESIDENTS:
OFFICE OF
THE SECRETARY OF DEFENSE -- Ralph Proctor
Ralph H. Proctor is a budget analyst in the Office of the
Secretary of Defense (Comptroller), Revolving Funds
Directorate. Prior to his assignment to OUSD(C), he was Head
of the Revolving Funds Branch at the Naval Air Systems
Command. He also has field experience as Head of
Accounting for the former Naval Air Warfare Center Aircraft
Division – Indianapolis. Mr. Proctor served in the
U. S. Air Force as a Command and Control Specialist from
1971 to 1975. He earned a BS Degree in Accounting for
the University of Detroit in 1971 and an MBA from the
University of Nevada – Las Vegas in 1976. He is a
member of the ASMC Washington DC Chapter. Mr.
Proctor is a native of Detroit, MI. He has two
daughters, Jennifer and Emily.
DFAS
-- Cdr Pat Stansfield
LCDR Pat Stansfield is a Navy Supply Corps Officer assigned
to the military pay division of DFAS since October
1998. Currently working on the Defense Integrated
Military Human Resources System (DIMHRS) Pay Module, which
will be the future military pay system for DoD. Pat is
a graduate of the University of Missouri at Columbia, the
Naval War College, Newport, RI and the Naval Postgraduate
School, Monterey CA. He is currently pursing an MBA at
Georgetown University during his off-hours.
ARMY
-- Rod Bricksin
Roderick M. Bricksin, is a GS-15 Program Analyst working in
the ASA (FM&C) office of the Deputy Assistant Secretary
Army for Resource Analysis and Business Practices. He
currently is working the policy and program issues relating
to privatization of Army assets. His previous assignments
have included serving as the Director of Enabling and
Integration in the Defense Performance Review office and on
the 1991 BRAC Commission as the Chief Economist and head of
the Cost Analysis Office. Prior to his assignment to the
Pentagon he worked in HQ Army Materiel Command in the DCSRM,
and served as the Division Chief of the Resource Management
Operations Office. He received his BA degree from the
University of Illinois and MBA from the University of
Syracuse in the Army Comptrollership Program. He has been a
member of the Washington Chapter for over 10 years.
NAVY --
Shirley Simpkins
Shirley Simpkins heads the O&M,N Financial Control and
Support Branch (SEA 0143) in the Comptroller Directorate at
Commander, Naval Sea Systems command. She has been an
active member of the ASMC Washington Chapter since joining
in 1992. First, Shirley chaired the Scholarship
Committee in 1993 then served as co-Historian from 1994 to
1996. She was elected to the office of Navy Assistant
Secretary in 1997 and also co-chaired the Scholarship
Committee in 1998. In addition, Shirley was a key
player in this year’s Spring Symposium.
AIR
FORCE -- Brenda Swain
Mrs Swain is currently a Budget
Analyst in the Revolving Funds Division of the Budget
Management and Execution Directorate, Office of the Deputy
Assistant Secretary for Budget. Her assignments prior to
appointment at the Pentagon encompassed three financial
management disciplines at base, Product Center and MAJCOM
levels working with numerous appropriations.
MARINE
CORPS -- Mary Wilson
Mrs. Mary R. Wilson is a Financial Analyst in the Programs
and Resources Department, Budget Operations Branch, Budget
Execution Section, for Headquarters, Marine Corps. She has
served as Marine Corps Assistant Secretary for the 1997-1999
term and has been a member of ASMC since 1979.
COAST
GUARD -- Sam Korson
Samuel J. Korson is a Program Analyst, in the Contingency
Preparedness Division, at Coast Guard Headquarters,
Washington, DC. Mr. Korson's primary responsibility is
writing and analyzing policy and doctrine for Coast Guard
responses to myriad contingencies, including national
defense issues. In addition to that, he is also
directly responsible for oversight of the Coast Guard's
contingency planning exercise program. Prior to his
current position, Mr. Korson managed various funds for the
Coast Guard's Vessel Traffic Services program. In 1971 he
graduated from The Pennsylvania State University, with a
Bachelor's degree in Business Administration. He
graduated from the U. S. Naval War College, in June 1994,
from the College of Naval Command and Staff. Mr.
Korson has been a member of ASMC for six year, serving as
the Coast Guard's Assistant Service Secretary for two years
and the remaining time as the Coast Guard Vice President to
the Washington Chapter. In his private life, he has
been advisor to a senior youth group, referees high school
volleyball, umpires fast pitch softball, and is a member of
the Prince William County, VA Human Rights Commission.
CORPORATE /
RETIRED -- Rich Pineda
Richard Pineda, is a Project Manager for Soza and Company,
Ltd. (SOZA). He is currently managing a team of
analysts supporting the Department of Defense Project
Management Office -Defense Travel System (PMO-DTS) Finance
Branch. His expertise is in costing and performing
economic and cost benefit analyses. Prior to his
current assignment and position at SOZA, Mr. Pineda was a
Credit Manager for an investment firm. He received his
B.S. in Finance from Virginia Tech and is currently pursuing
his MBA from the George Washington Univesity Accelerated MBA
(AMBA) program. He has been a corporate member since
1997 and has been the Corporate Member Assistant Secretary
from 1999-present.
ASSISTANT SECRETARIES:
OFFICE,
SECRETARY OF DEFENSE -- Gwen Brown
Mrs. Gwendolyn Brown has worked within the Office of the
Undersecretary of Defense (Comptroller) for the past six
years. She has been instrumental in several areas within
Comptroller such as her experience with Unit Cost Resourcing
and the Defense Business Operations Funds, Data
Administration as it pertains to the Financial and Budget
data models, and as the Comptroller’s representative on a
variety of Electronic Commerce and Electronic Data
Interchange.
Previously she served as a Legislative
Assistant to Senator Ted Stevens of Alaska. She assisted
with the development of legislative initiatives that related
to housing, taxation, and economic development for the State
of Alaska. Mrs. Brown served on Senator Stevens’ staff for
five years.
Prior to her service to the Senator, she
worked with the Defense Contract Audit Agency performing a
variety of audits. While working for DCAA, she was appointed
to the Pentagon for five months to assist in the preparation
of the Department of Defense budget.
Mrs. Brown attained a bachelor of Arts
degree with a concentration in Accounting. She is a member
of the American Society of Military Comptrollers, and has
attained her certification as a Certified Government
Financial Manager.
DFAS --
Hyesuk Bellino
Hyesuk Bellino is a
Financial Management Analyst in the Resource Management
Directorate, DFAS. She is responsible for DFAS Kansas City
Center’s Operating Budget and agency funding and center
funding and execution. She has been with DFAS since October
1994. Hyesuk has been a member of ASMC since 1995.
ARMY -- Clara
Weston
Clara J. Weston is a budget analyst in the Office of the
Assistant Secretary of the Army for Financial Management and
Comptroller, working on current year budget execution of all
Army appropriations. Clara has worked for ASMC in various
capacities since the late 1970’s. She has worked on the
last two Chapter Symposiums and has participated in several
community service projects. Clara represented the Washington
Chapter at the mid-year meeting of ASMC in 1998. Clara has
held the office of Army Assistant Secretary since March of
1995.

CORPORATE /
RETIRED -- Craig Silcox
Craig Silcox is a Senior
Manager for KPMG LLP, the international accounting firm. His
area of concentration is federal accounting and
auditing. He is a Certified Public Accountant and a
Certified Government Financial Manager. Prior to his
private sector employment, he served 27 years in the
U.S. Army. He received a B.S. in Business from Cameron
University and a Masters in Public Administration from the
University of Missouri and is a graduate of the Industrial
College of the Armed Forces. He has been as ASMC member
since the 1980s.
WEB MASTER
-- Vic Ackley
Mr. Ackley graduated from the University of Oklahoma, and
was commissioned an Ensign in the U. S. Navy. His
operational assignments included command of a hydrofoil and
a guided missile frigate. He earned a post graduate
degree in Financial Management from the U. S. Naval
Postgraduate School. He served as the Operations &
Maintenance Appropriation Program Manager for the ACNO
(Surface Warfare), as Comptroller of Puget Sound Naval
Shipyard in Bremerton, Washington, and as the Comptroller of
Naval Sea Systems Command in Arlington, Virginia. Mr.
Ackley has completed Massachusetts Institute of Technology’s
Senior Executive Program. He is a proven subspecialist
in Financial Management and is designated a Certified
Government Financial Manager (CGFM). He has been
certified in Department of Defense acquisition to Level III
(the highest level) in the Business, Cost Estimating and
Financial Management career field. He is a member of
the Association of Government Accountants and past president
of the Washington Chapter of the ASMC.
