1999-2000 Chapter Officer Ballot As provided for in the Chapter Constitution, a ballot for election
of officers was distributed a the regular luncheon meeting in April. Results will be
announced at May Luncheon meeting. In addition to Chapter President, Secretary, and
Treasurer (one year terms of office), Service Assistant Secretaries (two year terms) will

Biographies: PRESIDENT CHARLES E. COOK III Charlie currently serves as the Deputy Director of the Construction Directorate, Office of the Under Secretary of Defense (Comptroller), overseeing budget related issues for military construction, family housing construction and operations (including privatization initiatives), base realignment and closure (BRAC), and intelligence activities. He has held numerous previous positions in the Office of the Under Secretary of Defense (Comptroller), Department of the Navy financial management community, and the Senate Appropriations Committee (Subcommittee on Defense). Ms. Gretchen Anderson currently works in the Office of the Secretary
of Defense, Office of the Deputy Chief Financial Officer, Accounting Policy working on DOD
agency-wide and component financial statement issues. She has held numerous positions in
the Department of the Army as a Plant Replacement and Improvement Program manager with
Headquarters, U.S. Army Corps of Engineers; in the Secondary items Division, Office of the
Deputy Chief of Staff for Logistics, Resource Management; on the Depot Maintenance and
Ordnance budget in the Business Resources Division of the Office of the Assistant
Secretary of the Army (Financial Management and Comptroller); as a staff accountant and
budget analyst for the DBOF budget at Headquarters, Industrial Operations Command; and as
a staff and operating accountant at Headquarters, Armament, Munitions, and Chemicals
Command. Prior to this, Ms. Anderson had thirteen years experience in the private sector
as an adjunct professor at several colleges and universities and as a private accountant
and business manager for several firms. ASSISTANT SECRETARIES: Clara J. Weston is a budget analyst in the Office of the Assistant Secretary of the Army for Financial Management and Comptroller, working on current year budget execution of all Army appropriations. Clara has worked for ASMC in various capacities since the late 1970s. She has worked on the last two Chapter Symposiums and has participated in several community service projects. Clara represented the Washington Chapter at the mid-year meeting of ASMC in 1998. Clara has held the office of Army Assistant Secretary since March of 1995. Shirley Simpkins heads the O&M,N Financial Control and Support Branch (SEA 0143) in the Comptroller Directorate at Commander, Naval Sea Systems command. She has been an active member of the ASMC Washington Chapter since joining in 1992. First, Shirley chaired the Scholarship Committee in 1993 then served as co-Historian from 1994 to 1996. She was elected to the office of Navy Assistant Secretary in 1997 and also co-chaired the Scholarship Committee in 1998. In addition, Shirley was a key player in this years Spring Symposium. MARINE CORPS -- MARY R. WILSON Mrs. Mary R. Wilson is a Financial Analyst in the Programs and Resources Department, Budget Operations Branch, Budget Execution Section, for Headquarters, Marine Corps. She has served as Marine Corps Assistant Secretary for the 1997-1999 term and has been a member of ASMC since 1979. OFFICE, SECRETARY OF DEFENSE -- GWEN BROWN Mrs. Gwendolyn Brown has worked within the Office of the
Undersecretary of Defense (Comptroller) for the past six years. She has been instrumental
in several areas within Comptroller such as her experience with Unit Cost Resourcing and
the Defense Business Operations Funds, Data Administration as it pertains to the Financial
and Budget data models, and as the Comptrollers representative on a variety of
Electronic Commerce and Electronic Data Interchange. Hyesuk Bellino is a Financial Management Analyst in the Resource Management Directorate, DFAS. She is responsible for DFAS Kansas City Centers Operating Budget and agency funding and center funding and execution. She has been with DFAS since October 1994. Hyesuk has been a member of ASMC since 1995. ???? is a tireless worker, who can be depended on to attend every meeting, organize committees and voluteer to host a workshop at the annual Symposium. ???? easily accepts the reward of a smile and promise of a trip to the PDI. ???? volunteers time to community service events like the Habitat for Humanity, donates bunnies at Easter and toys to the Marines Toys For Tots. Joe "Network" Riggio is president of Networking By Images. He is an active corporate member of ASMC. Joe is working on projects for the Therapeutic Riding Program, the Womens Yellow Pages, Marine Executive Association, and is a "casual" employee of Logicon Inc. Colonel Riggio, USMC, Ret., was the President of the Washington Chapter for the successful 1993 term. "Network" transitioned from the Marine Corps in 1997 after 26 years of training as a financial manager and aviator. |
