In Memory of 15 ASMC members killed in the Pentagon attack.  9/11/2001


Washington Chapter 2007 Achievement awards were presented to individuals and teams for outstanding accomplishment in the fields of Comptrollership.  The awards were presented on March 6, 2008 at the Chapter's Regional PDI.

Accounting and Finance:  Winner – Mr. James Depodesta, Navy Civilian Resources & Business Affairs

Mr. Depodesta tailored cash balances within the Navy Working Capital Fund and rebalanced $1.3 Billion in cash for five major business areas and 40 activities.  This was the first realignment of Navy Working Capital Fund cash since the DOD transferred cash management back to the Components in 1996.

 Analysis and EvaluationWinner – Mr. David Stem, Air Force Cost Analysis Agency

Mr. Stem led a 13 person cross-functional team on a $2.5 Billion B-2 Milestone Acquisition Decision.  His rigorous analysis permitted decision makers to align scarce budget resources to the operations requirements, and his analysis highlighted test issues proving the need and the funding for a 2nd test aircraft.

 AuditingWinner – Ms. Rosheek Myles, Naval Audit Service

Ms. Myles first assignment as a Project Manager was an audit of the Earned Value Management for the Littoral Combat Ships.  Her audit found that the Department of Navy was not receiving full value of program management services and information paid for under the shipbuilding contracts.  Her efforts to help the Navy gain control of costs and schedule overruns helped the Department avoid millions of dollars in waste.

 BudgetingWinner – Major Jason Corrothers, Appropriations Liaison, Air Force Deputy Assistant for Budget

Major Corrothers managed a $60 Billion O&M and MILPERS congressional portfolio devising and executing a strategy that recovered $173 Million for Air Force facility repair and sustainment efforts.  Additionally, he crafted an Air Force strategy to combat a $2.1 Billion O&M reduction, recovering over $1 Billion in cuts against Air Force programs.

 Contractor SupportWinner – Mr. Edward Johnson, Booz Allen Hamilton

Mr. Johnson led 50 subject matter experts and 15 instructors in revamping the Air Force Basic FM Officer Course and the FM Staff Officer Course to be in line with the Air Force FM Vision.  He authored the Air Force Financial Management Force Development Primer updating career paths for civilian, enlisted and officer members detailing experience, education, and leadership possibilities across an entire career.

 Education, Training, and Career DevelopmentWinner – Mr. James Vaught, Air Force Financial Management Workforce Management Division

Mr. Vaught delivered seven separate FM career field initiatives ranging from revamping the Air Force FM Orientation Program to revising the FM certification reimbursement process, cutting the reimbursement time in half.  Additionally he was the architect behind a mentoring program called Developing FM Leaders of the 21st Century, bringing in high level guest speakers to the HQ Air Force FM workforce.

 Intern/TraineeWinner – Ms. Meghan Kennedy, Air Force Cost Analysis Agency

Ms. Kennedy was the lead estimator on critical pieces of the B-2’s Radar Modernization Program, and her insight on program resource requirements helped to establish a realistic budget and schedule.   Additionally, she completed time-sensitive analysis on the Global Hawk program for the Fiscal Year 2010 POM which helped align the program schedule with available resources.

 Resource ManagementWinner – Captain Jessi Rozman, Air Force Financial Management Workforce Management Division

Captain Rozman managed the Air Force FM’s internal military personnel and manpower actions for 85 officers and enlisted personnel.  She reduced outstanding performance reports by 87%, reduced Government Travel Card delinquencies by 50%, and ensured raters were 100% accountable for providing feedback to subordinates.

 Team AchievementWinner – Dumpster Diving Identity Theft Team, Naval Audit Service, Team Lead:  Mr Marty Grenn

The Naval Audit Service Identity Theft Team began survey at one location to assess risks on the general use of Social Security numbers and the potential for identity theft.  The audit team found that paper documents were being thrown in the trash and taken to the base recycling facility where the employees believed the documents were shredded.  In fact, the documents were picked up by a commercial firm and sold to the highest bidder.
    The audit team then broadened their scope for Navy-wide coverage.  The team found documents containing Personal Information discarded into recycling bins at seven Navy facilities and one Marine Corps facility.
    Due to the magnitude of the situation, substantial corrective actions were made, improvements to internal controls were put in place, and policies were rewritten.  In addition, the Secretary of the Navy issued an “All Navy” memorandum to the workforce regarding protection of Personal Information.  Most recently, the U.S. Senate specifically cited the Naval Audit Service reports as part of an official inquiry to the Secretary of Defense regarding whether the other military departments might have the same problems.

Note: Copies of awards submitted to National can also be submitted to the Washington Chapter and will be considered. It is not necessary to complete a separate form.  The Chapter Awards program mirrors the National awards program, but the two are not affiliated.  You are encouraged to submit your applications to both Awarding entities.

Awards will be presented at the Regional PDI.

Washington Chapter 2004 Achievement awards were presented to individuals and teams for outstanding accomplishment in the fields of Comptrollership.  The awards were presented on March 29, 2005 at the Chapter's Mini-PDI.


Washington Chapter 2003 Achievement awards were presented to individuals and teams for outstanding accomplishment in the fields of Comptrollership.  The awards were presented on March 30, 2004 at the Chapter's Mini-PDI.

 

Accounting and Finance:  Winner – TSgt John J. DiGiorgio, U.S. Air Force

Technical Sergeant DiGiorgio is recognized for his dedication and innovation while working in the Pentagon Accounting Liaison Office. He provided accounting support for 30 “two letter” organizations within headquarters and the Office of the Secretary. He was responsible for $3.4B in current year funds and $91B prior year funds. Among his many accomplishments, Technical Sergeant DiGiorgio led migration to a web-based banking program, spearheaded the transition to Smart Pay, and achieved a 70% reduction of interest payments. He also achieved CDFM certification and was awarded a B.S. in Management with National Louis University, graduating Summa Cum Laude with a 4.0 GPA.

Analysis/Evaluation:  Winner – Captain Christopher D. Purvis, U.S. Air Force

Captain Purvis is recognized for his sustained and outstanding performance while serving as Weapon System Cost Analyst for the Air Force, responsible for the $6.1B annual flying hour program. He developed a break through model to more accurately account for the effects of price and inflation on spare parts; saving millions, improving resource allocation and providing more realistic forecasts. These improvements dramatically increased Air Force cost estimating capabilities, reduced risks and supported the Air Force goal to fully fund and fly 100% of programmed flight hours.

Budgeting:  Winner – Lieutenant Colonel Nicholas Johnston, U.S. Air Force

Lieutenant Colonel Johnston is recognized for his dedication and professionalism while serving as the Chief, Formulation and Enactment Branch in the Air Force Office of Budget Operations and Personnel. He was the key to formulating a $55B, or one half, of the Air Force budget. Despite critical resource shortages and emergent needs brought on by Global War on Terrorism budget process and supplemental funding requests, Lieutenant Colonel Johnston lead a team of regular and Guard personnel through the intense period  resulting in optimal budgeting support for the Air Force.

Business Management:  Winner – Lieutenant Commander Thomas Harker, USCG

Lieutenant Commander Harker is cited for superior performance while serving as Business Manager for the Coast Guard’s $620M Buoy Tender Replacement Project.  In addition to expertly performing his regular duties, he also assisted in the realignment of the $140M Great Lake Ice Breaker project, reconciled $1B of capitalization items for the 2003 Chief Financial Officer Act Audit, and became a Certified Public Account after passing all four sections of the Uniform CPA Exam on the first attempt.

Contractor Support: Winner – Mr. Neil Carter, Financial Analyst, Air Force Pentagon

Mr. Carter is recognized for outstanding performance while working as a Financial Analyst in the Office of Budget Operations and Personnel for the Air Force. He was instrumental in preventing 42 engine and 18 aircraft deferrals by securing an additional $549M increase in Depot Maintenance funds and assisted in justifying a successful $1.4B addition to the Total Air Force flying operations budget.  Mr. Carter is also a sought after expert for budget training and program direction support through out the Air Force Budget community.

Education/Training/Career Development:  Winner – Ms. Elizabeth H. Maher and Ms. Donna S. White, U.S. Navy Pentagon

Ms. Maher and Ms. White of the Office of the Assistant Secretary of the Navy for Financial Management and Comptroller are recognized for the development and deployment of an interactive e-learning course to describe the budget execution process and the use of various funds usage documents. The course, available to the entire Department of the Navy, helps ensure that the financial management workforce is capable of proper and effective administration of funds, and complying with applicable laws, regulations, policy and procedures.

Intern/Trainee:  Winner – Ms. Meghann L. Abell, U.S. Air Force, Andrews AFB

 Ms. Abell is recognized for her enthusiasm and positive attitude while training as a Student Auditor at the Air Force Audit Agency. She has administered technology updates as a Work Group Manager, identified Audit Needs, developed Audit Programs, documented and presented audit results, and has progressed towards her MBA from University of Maryland. Ms. Abell has also published articles in the Air Force Audit Agency Audit Facts and our very own ASMC Washington Chapter Newsletter.

Resource Management: Winner – Lieutenant Colonel Adelaida “Lilly” Lopez, USAF

Lieutenant Colonel Lopez is recognized for her drive and accomplishments while serving as the Chief, Air Force Comptroller War Planning and Operations for the Air Force Deputy Assistant Secretary for Financial Operations. She led the Air Force Comptroller Crises Action Team (CAT) during the preparation and execution of Operation Iraqi Freedom. She was strong advocate for putting paying agents on the first aircraft tasked to set up base operations and led the successful deployment of over 500 comptroller personnel to over 38 countries during Operation Iraqi Freedom. She also developed and implemented procedures and a Continuity of Operations Plan as well as authored the first ever Comptroller Strategic Concept of Operations at the Air Force level. Lieutenant Colonel Lopez led the way for war planning and contingency activities during one of the most dynamic periods since September 11th, providing outstanding guidance and leadership to all comptroller personnel.

Team:  Winner – Quarterly Accounts Receivable Report Project, Defense Finance and Accounting Service

The QRR Project Team designed and implemented the first standard DoD receivables report tool that manages over $17B in Department receivables. Previously, DoD had no means of assessing or measuring the state of its receivables. Among its many benefits, the QRR and its capabilities have resulted in the realignment of 4000 debts totaling $4.5B, resolution of $2B difference between central debt system amounts and the Financial Statement amounts, proper categorization of $1.1B in interest accrual, and identification of $467M to the Treasury for collection.
