Summary
of Speaker's Comments
At the Chapter’s
August luncheon, Mr. Bob Horowitz, USCG CFO,
provided an educational and entertaining talk on “The
Coast Guard’s Transition to DHS from a CFO
Perspective.”
He presented a brief history of the
transition to show how rapidly events changed.
Background.
Initially, these events resulted in changes to major
financial system development decisions.
In the years 1998 – 2002, the CG was in the
process of obtaining its own accounting system, CG
Oracle Financials (CGOF).
However, during this time, DOT continued to
lobby the CG to join its new DOT Oracle financial
system, DELPHI.
On 5 June 2002, the decision was made to move
the CG to DELPHI.
On 6 June 2002, President Bush made his
announcement to establish DHS.
Because this put the move to DELPHI on hold,
the CG went back to developing CGOF.
On 30 July 2002, OMB directed that work on
all IT projects over $500K for DHS agencies must get
their approval.
Development on CGOF was again at risk of
being suspended.
However, the CG was able to obtain approval
to continue work on CGOF.
This shows the extremely fast paced and often
chaotic nature of events.
Mr. Horowitz, wearing his DOT hat, likened
the transition to the stages of life.
Prenatal Stage.
In the early or prenatal days from June 2002
to November 2002, Mr. Horowitz joined the CFOs of
other bureaus slated to become part of DHS in a
working group whose goal was to serve a proactive
role in establishing the new department.
The task of joining together 21 separate
financial systems is a real challenge.
Infant Stage.
The infant stage began on 25 November 2002
when President Bush signed the legislation
establishing DHS.
Ms. Janet Hale was named Under Secretary for
Management soon thereafter.
A transition planning office was established
and staffed by detailees from agencies, including
the Coast Guard.
By January 2003, the informal CFO group had
expanded to over 50 people.
Secretary Ridge was sworn in on 24 January
2003. At
this point, Mr. Horowitz doffed his DHS hat.
The DHS CFO was appointed in late January
2003 and focused on preparing a departmental budget. Coast Guard procurement personnel helped
the new Secretary buy pens, pencils, computers, etc.
Toddler Stage.
The toddler phase began on 1 March 2003 when
most bureaus transferred from their parent
departments to DHS.
The CG provided finance, accounting and
operational contracting support to the Office of the
Secretary and is working with TSA to support them.
Through all of this, the CG Finance Center
successfully implemented the Coast Guard’s new
core accounting system, Coast Guard Oracle
Financials (CGOF), in June 2003, closed old Treasury
budget accounts and transferred balances to new DHS
accounts while undergoing the annual financial
statement audit with a new audit firm.
The transition is
still not over. It continues with the need for
flexibility to deal with additional changes.
Lessons Learned.
Several lessons learned have been identified
from the transition. The
four elements for successful major transitions are
personnel, preparation, intact nature of the
transition, and an active role by senior management
in the transition. The CG financial and procurement
communities met all of these.
Dedicated people, commitment to preparation,
and early engagement in the transition process paid
many dividends.
We learned that good, dedicated people get
the job done even in a chaotic environment.
The CG finance and procurement communities
have a real sense of accomplishment in helping to
establish the new department.
