"OMB's role in the 2010 Presidential Transition" |
The Office of Management and Budget (OMB) develops
and executes a government-wide management agenda that includes information
technology, financial management, procurement, performance, and human
resources. In this capacity, OMB oversees agency management of programs and
resources to achieve legislative goals and Administration policy. It also
oversees agency program evaluation activities to determine their net effects,
success or failure, and how agencies respond to these findings by making
management improvements and developing new budget and policy proposals.
Attendees earn 0.5 CPE.

Christopher Stephen Johns
Biography
Christopher Johns is a senior advisor
to the Deputy Associate Director for National Security in the Office of
Management and Budget (OMB). He is principally responsible for assisting in the
formulation and justification of the President’s defense budget submitted
annually to the Congress. He is the Division coordinator for building the
President’s request for funds for the War on Terror. He also conducts both
quantitative and qualitative analyses of Defense budget trends.
Previously,
Christopher has served as the Special Assistant to the Associate Director for
National Security and International Affairs at OMB where he prepared the
Associate Director for meetings, helped link OMB staff and the Director’s Office
and served as the proxy for the Associate Director when needed. He has also
been a Program Examiner with responsibilities including U.S. Special Operations
Command, Army Operation and Maintenance, Department of Defense’s environmental,
counter-drug, and base closure programs and DoD’s real property maintenance,
Military Construction, and Family Housing accounts.
Born in Tübingen,
Germany, Christopher grew up in Montgomery, Alabama. He received bachelors’
degrees in International Relations and Comparative Religion from The American
University in Washington, D.C. Following graduation, Christopher served as a
Legislative Correspondent for U.S. Senator Richard Shelby, responsible for a
wide range of national security, foreign policy, and government affairs topics.
He then attended the Fletcher School of Law and Diplomacy focusing on U.S.
national security policy and emerging threats to U.S. and world security. He is
currently writing his PhD dissertation on the use of force in peacekeeping
missions.
