Smartly Modernizing DoD Financial Management!

20 years after the CFO Act and a decade after launching DoD's Business Transformation,  progress -- as measured by increased operational effectiveness and significant cost savings -- remains elusive impacted by wars, funding issues, expert shortages, and cultural/organizational impediments.  Additive priorities such as in-sourcing, QDR, and ARRA further tax the system.  During the 2010 ASMC National Capital Region PDI, the Department's Financial Management community "imagines the possibilities "around simplification, standardization, and accountability to smartly modernize DoD Financial Management!

Planned Workshop  and Keynote Sessions include:

  • The Honorable Robert F. Hale, Under Secretary of Defense (Comptroller) will discuss his FM priorities and  how the FM community can best support  Warfighting forces deployed around the globe.
  • Navy RADM Bill Burke of the Director of the Navy's QDR Cell will discuss the latest insights and directions of the DoD QDR, with particular emphasis on  impacts on the DoD FM community. 
  • Future of Integrated PERPAY - A panel discussion on the implications of recent DIMHRS decisions and the DoD dream of a completely integrated Pay and Personnel system. 
  • Paul A. Brinkley, Deputy Under Secretary of Defense, Director Task Force for Business and Stability Operations will discuss the latest developments in Iraq and Afghanistan and where the FM community contributes to those efforts.
  • DoD Audit Report Card - Marine Corps  and the US Army Corps of Engineers organizations report   their views on the Audit process and provide some advice from their Audit lifecycle experiences  for those on the path to Audit readiness.
  • Battlefield Financing: Eliminating Cash Transactions - Discussion of  the Army’s initiative to remove cash from the battlefield changing the way the FM community supports the Warfighter in-theater.
  • DoD Financial Imperatives - Mark Easton, Deputy Chief Financial Officer Office of the Under Secretary of the Defense (Comptroller) will give his view on the status of various financial initiatives underway in the Department. 
  • Warfighter Needs from the FM Community -  Lieutenant General Jan C. Huly USMC Ret., former Deputy Commandant for Plans, Policies and Operations, Headquarters Marine Corps will moderate a panel of operational commanders who will discuss what they need from the FM community. 
  •  FY2010/2011 Budget Update -  Mr. John Roth, Deputy Comptroller Office of the Under Secretary of  Defense will provide the latest information on FY 10 Budget execution and issues associated with the FY11 Budget submitted to Congress. 

This event is a partnership across  ASMC Washington metropolitan area chapters – to optimize our education and learning, dialogue, networking, as well as enhance our fund-raising results for charities and scholarships.  Over the last two years, over 500 government professionals have attended this worthwhile educational  event each year to learn, share insights, and help advance critical business outcomes for the support of our Warfighters.
