Before joining AMS, Mr. Scearce was a career military officer, rising to the
rank of Brigadier General,
U.S. Army.
His last active duty assignment was Deputy Director, Defense Finance and
Accounting Service (DFAS). With the Director, he managed the day-to-day
finance and accounting operations and activities of the Defense Department
worldwide. During his tenure, DFAS employed approximately 20,000 civilians
and 2,000 military personnel at five major centers and 19 operating
locations throughout the U.S. and Pacific.
Prior to his appointment as DFAS Deputy Director, he served as the Director
for Finance, Headquarters DFAS, where he led the development and oversight
of military pay; civilian pay; contract and vendor payments; and
transportation and travel pay policy and procedures, including associated
systems. He was also responsible for DoD
financial policy as it related to disbursing, cash, and debt management. In
addition, he provided direction toward streamlining, consolidating, and
upgrading hundreds of financial and accounting systems and procedures that
led to more accurate and timely financial information for DoD.
Earlier leadership roles and assignments included serving as Commandant of
the U.S. Army Finance School and Chief of the U.S. Army Finance Corps;
Commander 266th Theater Finance Command, U.S. Army, Europe; and Associate
Director, Resource Management Systems, while serving on the faculty of the
U.S. Army War College. His combat service during Operations Desert
Shield/Desert Storm was with the 22nd Support Command (Theater Army Area),
and included initial duty as Asst. Chief of Staff, Resources and Financial
Management/Commander, Host Nation Activities, and later as 22nd SUPCOM
Chief of Staff.
Roger graduated from Florida Southern College in 1971 with a Bachelor of
Science degree in accounting, and earned his MBA from Syracuse University
in 1979. His military education includes the Field Artillery Officer Basic
Course; Finance Officer Advanced Course; Army Comptrollership Program; U.S.
Army Command and General Staff College; U.S. Army War College; and General
Officer CAPSTONE course.
He is a past National Vice President of the American Society of Military
Comptrollers (ASMC), as well as immediate Past President of the Association
of Syracuse Army Comptrollers. He is also an active member of the
Association of Government Accountants (AGA), and the Association of the
United States Army (AUSA). As a community volunteer
service, Mr. Scearce also serves as a director on
the board of Andrews Federal Credit Union, Suitland, Maryland.
