David Zlowe

David Zlowe is a Senior
Executive in the Department of Defense, where he is integrating performance
management into planning,
programming, and budgeting. Previously, as a management consultant he led
government performance-based
budgeting efforts for the world’s largest professional services firm. Mr. Zlowe
has also worked in the Budget Committee of the US Senate and at policy research
institutes. He performed his doctoral research at the National Oceanic and
Atmospheric Administration, the Federal Bureau of Prisons, and the Peace Corps,
investigating how these agencies formulated their budgets in the 1990’s.
