Mr.
Stephen Bagby is currently assigned as the
Deputy Assistant Secretary of the Army for Cost and
Economics. He is responsible for the technical
direction of cost and economic analysis activities in
cost management, performance measurement, systems
acquisition, force structure, civilian personnel,
installations and operations and support Mr. Bagby
has served the Army’s Financial Management Community
for 28 years, primarily in Budgeting and Cost Analysis
fields. He served in the U.S. Army from 1967 to
1969. He began his civilian career in budgeting at
the U.S. Army Corps of Engineers and has held budgeting
positions at installation, major command, and
Headquarters DA levels. Mr. Bagby has served as
Chief of the Procurement Division, Army Budget Office,
in the Pentagon. In addition, he also functioned
as the Chief of Budget Execution in the Army’s Budget
Office.

Mrs.
Sandra Wright is a Budget Analyst in the Budget
Coordination Branch of Program and Resources Department,
Headquarters Marine Corps. Sandra’s professional
background includes over 17 years of financial
management experience. Her ASMC contributions include
serving as a member of the Washington Chapter Executive
Board as service Vice President and Assistant Secretary.
Other contribution include Chapter Awards Board member,
Community Service volunteer, 2003 Registration
chairperson for the Mini PDI, and 2002/2003 chapter
representative at the National Mid-year Council meeting.
She holds a Masters of Public Administration from Troy
State University and a Bachelors of Business
Administration from the University of the District of
Columbia.

Vice President
Nick
Gaglio
is an accountant currently working in the Financial
Statement and Analysis Section in the Accounting
Directorate, DFAS-Arlington.
He previously served in a variety of accounting,
budgeting, and program management positions in Europe
and CONUS for a CPA firm, the U.S. Navy, DLA, the U.S.
Army Corps of Engineers, and DFAS.
He also served as theatre Banking Officer while
attached to U.S. Naval Forces Europe.
Mr. Gaglio holds a B. S. in Business Studies with
a Major in Accounting from Richard Stockton College, and
pursued MBA study under the Secretary of the Navy
Academic Fellowship program at George Washington
University. He
has been a member of ASMC since 1981.

Guard Vice President
Mr.
Warren Cottingham For the past two years, Mr.
Cottingham has served as the USCG ASMC VP. He has
coordinated USCG luncheon speakers, prepared
newsletters, and advertised for ASMC luncheons, PDI, and
other training events. Mr. Cottingham has served
as liaison to the AGA Washington, DC Chapter for DOT and
DHS. He also served as DC Chapter Meeting
Chairperson (6 years) Awards Chairperson (4 years) and
as Treasurer. Mr. Cottingham has
enjoyed serving the USCG and ASMC for the past two years
as VP and will do so again elected.

Mr.
Craig Silcox:
Senior
Manager for KPMG LLP, the international accounting firm.
His area of focus is federal accounting and auditing. He
is a Certified Public Accountant and a Certified
Government Financial Manager. His current clients
include DISA, FEMA, and the GPO. Prior to his private
sector employment, he served 27 years in the U.S. Army.

Jim
Anderholm, Deputy
Director for Resource Analysis in the Office of the
Assistant Secretary of the Army Since 1990 he had served
as a Budget Analyst in various directorates of the Army
Budget Office. He holds a Bachelor of Science in
Biomedical Engineering from Vanderbilt University, a
Master of Science in Systems Management from the
University of Southern California, and a Master of
Science in National Security Strategy from the National
War College. Jim retired from the US Army Reserve
in 1998 after serving 23 years in both active and
reserve assignments.

Dr.
Drew Miller is currently the Program Manager for
Strategic Planning and Budgeting Domain, Business
Management Modernization Program.
He was President of Heartland Management
Consulting Group and is a Regent at the University of
Nebraska. He
has held various positions in the Nebraska Air National
Guard. He received a Bachelor of Science Degree
from the Air Force Academy, a Masters and PhD in Public
Policy from Harvard University.
He is a Certified Government Financial Manager.
Ms.
Elizabeth McGrath is the Deputy Director for
Business Modernization Systems Integration (BMSI) in the
Office of the Under Secretary of Defense Comptroller.
She was previously the Deputy Director for
Systems Integration for the Defense Finance and
Accounting Service.
She has a Bachelors Degree in Economics from
George Mason University and a graduate of the Federal
Executives Institute.
She is also certified as a Level III Program.
Manager. She
was a speaker on BMSI at the 2004 Washington Chapter
Mini-PDI.
Ms. Kathy Kittrell presently works in the Business
Modernization Systems Integration Office in the Office
of the Under Secretary of Defense Comptroller.
She has had prior ASMC Board experience as
Vice-President of the Crystal Coast Chapter.

Vice President
Ms.
Ednora Armour-Ohanmu is
a Senior Budget Analyst at the Space and Naval Warfare
Systems Command, Information Technology Center's (SPAWAR
ITC) Washington Detachment Office in the Navy Annex. She
bean federal service with Department of the Army in 1983 and
has over 20 years of experience in PPBES for O&M,
Procurement and RDTE appropriations. Ms. Armour-Ohanmu
previously worked as a Business Financial Manager for
the Navy Standard Integrated Personnel System Program
Management Office in New Orleans. In 1997, she was
dispatched to the
Pentagon working for the Office of the Deputy Chief of
Staff for Logistics on a 6 month assignment.
Since July 1999,
she has
been a member of the Acquisition Professional Community
and obtained Level III Acquisition certification in
Business, Cost Estimating and Financial Management from
Defense Acquisition University. She graduated from
the Professional Military Comptroller Course at Maxwell
Air Force Base in November 2003, Defense Resource
Management Course at the Naval Postgraduate School in
January 2000, received
Paralegal Certification from Oakland University in
August 1993, and has a Master of Science Degree from
Central Michigan University (1979). She is a life
member of the American Society of Military Comptrollers.

Ms.
Tori Weaver joined
the SAF/FMPW team December 2003 as a Financial Analyst.
The chronology of her experience is the following; She
received a BA in Accounting in 1994 and a MBA in 1995,
both from
West Virginia University.
From 1996-1999, She assumed a position as Palace
Acquire Intern at Seymour Johnson AFB, NC.
1999-2001, She assumed the Financial Analyst
position at HQ ACC/FMAO (Langley AFB, VA). From
2001-2003, she assumed the position of
Financial Analyst at HQ AFSOC/FMO (Hurlburt
Field, FL). In 2002, she mastered the Financial
Management Staff Officer Course (FMSOC).
She is a member
of ASMC
Duties
of these positions include: Represent your service at
monthly executive board meetings, share upcoming Chapter
events, coordinate service functions, and validate Chapter
information.
